Position Summary

ACNR, Inc. is seeking a skilled, hardworking and motivated Civil Designer-Engineering Technician to manage the development of site grading and construction plans. This role involves close collaboration with Project Engineers, Mine Engineers, and Mine Management to ensure each project meets expectations for safety, compliance, efficiency, and cost.

Position is intended to be located in Morgantown, WV; however, accommodations can be made for it to be located in Moundsville, WV or St. Clairsville, OH.

RESPONSIBILITIES

  • Develop detailed site plans, cross sections, and material takeoff sheets for construction bid documents and permit application submittals.
  • Collaborate with project engineers to design site layouts, ROWs, and access points for utilities such as power lines and pipelines.
  • Coordinate with the permitting department to ensure designs meet regulatory requirements, including WVDEP site-specific criteria (PADEP familiarity is a plus).
  • Maintain and update mapping of surface features (both internal and external) annually or as needed.
  • Design stormwater and erosion control features, including sediment ponds and spillways.
  • Provide technical support to engineers and contractors during project execution
  • Interpret and integrate data from underground mine maps, survey reports, and mine pool studies into site layouts.

SKILLS

  • Must be proficient in Civil 3D, Carlson, or equivalent draft / design software.
  • Must be able to design a 3D site plan and achieve balanced cut / fill.
  • Ability to work with ArcGIS and Global Mapper Software is a plus.
  • Familiarity with hydrology software such as HEC-RAS, HydroCAD, or similar.
  • Familiarity with line-of-sight distance requirements, turning radii for material deliveries, and other practical site design constraints.
  • Must be able to read, review, and understand design and permit maps.
  • Experience

  • Bachelor of Science in an Engineering discipline preferred, but not required, or have 5 years minimum comparable work experience.
  • Ideal candidate should have 7+ years industry experience, but not required.
  • Ideal candidate shall have some knowledge of WVDEP and PADEP permitting requirements in Oil & Gas, Stormwater, and Surface and Underground Mining.
  • Ideal candidate should possess knowledge of geotechnical engineering analysis and design software, such as Slide2, or equivalent, but not required.
  • Job Requirements

  • Must be at least 18 years of age.
  • Employee must clearly demonstrate the ability to communicate effectively, both in writing and verbally.
  • Ability to properly save and store design files in an organized format.
  • Demonstrate strong ability to learn and apply new traits to assigned tasks.
  • Ability to safely operate a vehicle in all weather and road conditions.
  • Some understanding of environmental regulations and permits such as NPDES, SPCC, RCRA, Title 5 air permits, and SMCRA permits is a plus.
  • General understanding of mining operations is a plus.
  • Either possess or be willing to obtain MSHA 24-hour surface training.
  • Must be able to successfully pass a post offer drug test and background check.
  • Must be able to successfully complete industry approved training courses.
  • Must be able to work safely and effectively as part of a team or independently.
  • Ability to work in the United States without sponsorship.
  • JOB SCHEDULE AND PHYSICAL DEMANDS

  • Safely traverse steep wooded, uneven, rocky, wet, muddy or frozen terrain.
  • Work occasionally outdoors in hot, cold and rainy conditions in and around active mining / construction areas alongside industrial equipment. (5% or less of the time)
  • Ability to lift floor-to-waist and waist-to-overhead.
  • Ability to push / pull as needed.
  • Standing, bending, step climbing, crawling and working overhead.
  • Must be able to work overtime, weekends and holidays as needed or as schedule requires (subject to applicant’s religious practices).
