The IUVP (in-Use Verification Program) Procurement Specialist will be responsible for the project management of procurement activities and procurement of vehicles into test, meeting the CFR (Code of Federal Regulations) and CCR (Code of California Regulations) for IUVP in-use compliance. This may include but is not limited to : obtaining customer lists, preparing customer information for mailing & performing mailings, tracking customer responses, customer interactions, and scheduling vehicles for test. Additional responsibilities include, implementing the master plan, setting work priorities, cascade critical information to other procurement staff, maintaining tracking databases, maintaining security of customer information, budgeting requirements and reporting weekly status to management. The Procurement Specialist should have in-depth knowledge of the regulations that govern IUVP in-use procurement. Must have a good understanding of vehicle emissions testing and lab practices, or be capable of quickly becoming educated regarding such procedures.
Essential Duties and Responsibilities, including but not limited to :
- Responsible for the project management of procurement activities and procurement of vehicles for IUVP in-use testing.
- Responsible for implementing the annual master plan, ordering and compiling customer information, creating & conducting mailings for both CA and MI, sorting responses, conducting phone screenings, greeting customers, conducting initial vehicle inspections, completing procurement agreements and vehicle documentation. Responsible for supporting offsite procurement efforts at high altitude. Responsible for all equipment necessary to perform procurement including mailing equipment, consumables, customer incentives.
- Responsible for monetary incentive security, tracking, ordering-tracking-invoicing of outside check writing services and incentive audits with Finance Department.
- Responsible for or tracking procurement metrics, optimization of loaner fleet usage, answering any project related questions, and generating reports as required. Reports may include procurement statistics and recommended efficiency enhancements
- Develop procurement strategies to meet both regulatory timing & compliance as well as corporate requirements (efficient, cost effective planning and performance of procurement)
- Create & maintain procurement governance documents and / or standard operating procedures
- Plan / Create project budget, and support budget tracking
- Create and update required documentation, both in-house and regulatory.
- Professional coordination of communications between procurement, test operations and the testing entities, as well outside entities as necessary
- Exceptional organization and communication skills, both oral and written, are necessary for this position. Conflict resolution related to timing, deadlines and performance quality will be another critical factor in this role.
- The procurement specialist will be expected to have strong people skills. Must be a proven communicator with a solid project management background.
- Flexible work schedule to support California procurement.
- Travel up to 15% (domestic and international)
Qualifications and Requirements
Demonstrated knowledge of the CFR & CCR for in-use vehicle procurement.Demonstrated knowledge of vehicle emissions regulations, such as CFR 40 Parts 86, 600.Automotive manufacturing awareness beneficialAwareness of OBD (on-board diagnostic) system operation, and scan toolsAwareness of HEV / PHEV / BEV would be beneficialDemonstrated ability to maintain confidentiality, high integrity and ethical behaviorRequired Skills

Bachelor Degree requiredOEM IUVP (in-use) vehicle procurement experienceProject management experienceCustomer service experienceAutomotive emission testing and / or automotive laboratory experienceValid Driver's License and Satisfactory Driving RecordExperience working in culturally diverse team environment beneficialCandidates applying for positions with Hyundai and KIA must be legally authorized to work in the United States.
