Organizational Location : This position is with the Department of Homeland Security, U.S. Customs and Border Protection, Office of Field Operations, International Operations and Advisory Directorate (IOAD), Mission Support Division, Facilities, Property and Technology Branch, Ashburn, VA. Additional selections may be made to include other organizational divisions and / or units within the duty location(s) listed above.

Responsibilities : This position is located in the Department of Homeland Security, U.S. Customs and Border Protection, Office of Field Operations. The selected candidate will be assigned to a field office or major port of entry to help oversee the implementation of programs and policies related to facilities execution and planning. This position starts at a salary of $120,579.00 (GS-13, Step 1) to $156,755.00 (GS-13, Step 10). The primary duties for this position will include :

  • Developing documents such as an official Project Development Request (PDR) describing projects in detail and also developing supplemental explanatory material justifying the requests.
  • Serving as a troubleshooter overseeing and providing authoritative program guidance, as necessary, on issues in the areas of safety, security of facilities or technical system issues with regard to problems predisposed to treatment by accepted methods.
  • Conducting studies and analyzing impact of changes in mission, programs, manpower, facilities, etc., and determining areas requiring special emphasis and attention in program operations.
  • Creating methods for the OIT and contractors to install updated communications and audio-visual networks within the obsolete wiring system in the Federal facilities within the AOR of the Field Office.
  • As the Field Office's SharePoint Administrator, developing, implementing, and maintaining systems used by the Port Office's area of responsibility including but not limited to sites for Commercial Vessel Tracking, Container Tracking, and Detainees on Board.

This vacancy has a local commuting area requirement, as defined below :

The area surrounding the duty station by which people reasonably travel back and forth from home to work; Or

The employee's permanent duty station is located within the reasonable travel area surrounding the duty station of this vacancy; Or if applicable

For employees who are detailed or temporarily promoted for more than 1 (one) year to another duty location, the detailed or temporary duty location is considered to be the duty location of record for commuting area purposes.

Qualifications :

Experience : You qualify for the GS-13 grade level if you possess 1 (one) year of specialized experience equivalent to at least the next lower grade level, performing duties such as :

  • Troubleshooting and providing authoritative guidance on facility-related issues such as safety, security, and technical systems.
  • Monitoring and resolving issues with facility operations, including interfacing with contractors, lessors, and other stakeholders.
  • Designing, developing, and maintaining SharePoint sites and facility databases to support operational needs across a wide geographic area.
  • Collaborating with internal and external stakeholders to ensure program areas are progressive and aligned with organizational goals.
  • Preparing detailed reports, briefings, and presentations to communicate findings, recommendations, and program updates to senior leadership and stakeholders.

    You must :

    Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and

    Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11 / 21 / 2025.

    Residency : There is a residency requirement for all applicants not currently employed by CBP.
