Job description

Description

Under immediate supervision (Crime Analyst I) general supervision (Crime Analyst II) performs crime analysis work in support of law enforcement activities and performs related duties as required.

Crime Analyst I is the entry-level classification in this series. Incumbents perform the more routine assignments requiring the application of basic data research and analysis principles.

Crime Analyst II is the journey-level classification in this series. Incumbents perform complex technical assignments requiring professional knowledge and skills in conducting data research and analysis projects formulating recommendations and communicating findings effectively and are expected to exercise independent judgment working within established systems.

The ideal candidate will have experience working in a crime analysis unit analyzing crime statistics and providing intelligence information for a law enforcement agency.

The County of Ventura offers an attractive compensation and benefits package that includes :

  • A general salary increase of 3.5% - effective December 20 2026 and December 19 2027 .
  • Merit Increases New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2080 hours (approximately one year) from the initial merit increase.
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree 3.5% for completion of a bachelors degree OR 5% for completion of a graduate degree.
  • Bilingual Incentive Based on agency need proficiency levels by exam are $.69 per hour (Level I) $1.00 per hour (Level II) or $1.32 per hour (Level III).
  • Flexible Workweek / Telework Schedule We support work life balance by offering compressed work (e.g. 9 / 80 or 4 / 10 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance.
  • Vacation Accrual New regular full-time employees shall accrue approximately 14 days of vacation a year for the first 10400 hours or 5 years of service; vacation accruals increase atand 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
  • Vacation Leave Redemption After 14560 hours of continuous County service an employee may elect to cash in or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
  • Deferred Compensation - Eligible to participate in the Countys 401(k) Shared Savings Plan and / or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
  • Health Plans Full time employees are given a flexible credit allowance of up to $26626.96 annually to offset the purchase of medical dental and / or vision insurance for you and your dependents.

Employee only - $463.99 per biweekly pay period

  • Employee plus one dependent - $834.32 per biweekly pay period
  • Employee plus family - $1024.11 per biweekly pay period
  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical dental and vision care and / or dependent care expenses.
  • Pension Plan - Participation in the Countys defined pension plan which has reciprocity with CalPERS.
  • Holidays - 13 paid days per year which includes a scheduled floating holiday.

  • PAYROLL TITLES and APPROXIMATE SALARIES :

    Crime Analyst I : $35.17- $46.55 per hour

    Crime Analyst II : $40.31- $53.43 per hour

    Crime Analysts are represented by the Service Employees International Union (SEIU) and are eligible for overtime compensation.

    Examples Of Duties

    Duties may include but are not limited to the following :

  • Collects compiles computes analyzes and summarizes crimes persons and demographic and related data from a wide variety of sources including but not limited to crime census economic and demographic reports;
  • Identifies crime patterns from analysis of data and makes oral and written presentations to police personnel to assist in the effective allocation and deployment of law enforcement resources in the control of crime activities;
  • Prepares reports to assist in criminal investigations and / or to make intelligence assessments;
  • Prepares graphic displays including charts maps calendars and related materials to effectively present statistical data; attends meetings and briefings; presents analytical findings;
  • Conducts research and analysis related to suspects incidents locations trends and series;
  • (Crime Analyst II) M ay develop crime / suspect and suspect / crime correlations and target profile analysis;
  • Acts as liaison with law enforcement government agencies and community groups to obtain and / or provide crime-related data;
  • Learns to use (Crime Analyst I) or uses (Crime Analyst II) quantitative and qualitative methodology such as link analysis event flow analysis and activity charting to analyze data;
  • May testify in court and travel to crime scenes; and
  • Performs other related duties as required.
  • Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION TRAINING AND EXPERIENCE :

    To qualify for this classification an individual must possess any combination of education training and experience that would likely produce the required knowledge skills and abilities. Examples of qualifying education training and experience are :

    Crime Analyst I :

  • Possession of a California Department of Justice Crime and Intelligence Analysis Certification or its equivalent OR
  • Completion of eighteen (18) semester units or twenty-eight (28) quarter units in Criminal Justice Sociology Psychology Geographic Information Sciences Information Systems Statistics or Research Methodology or a closely related field AND six (6) months experience performing research and statistical analysis for a law enforcement agency OR
  • One (1) year experience performing research and statistical analysis for a law enforcement agency.
  • Crime Analyst II :

  • Possession of a California Department of Justice Crime and Intelligence Analysis Certification or its equivalent AND one (1) year experience performing research and statistical analysis for a law enforcement agency OR
  • Completion of eighteen (18) semester units or twenty-eight (28) quarter units in Criminal Justice Sociology Psychology Geographic Information Sciences Information Systems Statistics or Research Methodology or a closely related field AND one (1) year experience performing research and statistical analysis for a law enforcement agency OR
  • Two (2) years experience performing research and statistical analysis for a law enforcement agency OR
  • One (1) year experience as a Crime Analyst I with the Ventura County Sheriffs Office.

    NECESSARY SPECIAL REQUIREMENT :

    Possessand maintain a valid California driver license.

    DESIRED :

  • Practicum with the crime analysis unit of law enforcement agency.
  • Experience analyzing law enforcement data to identify crime patterns series and / or trends.
  • Experience developing geographic temporal or suspect / victim reports or bulletins.
  • Experience creating analyzing and interpreting crime maps.
  • Experience using behavioral analysis to identify patterns in victimology method of operation signature and suspect / victim interaction.
  • Experience developing investigative leads by searching various public records and law enforcement databases.
  • Experience with or training in GIS (preferably ArcPro) Crystal Reports or other similar reporting software Microsoft Office Suite Parole LEADS Intelligence analysis software such as Analyst Notebook or CrimeLink Megans Law on-line database CLETS and / or other law enforcement search databases.
  • Experience working in a HIDTA Unit using signal and human intelligence to identify suspects or suspect / event relationships.
  • Experience using a variety of sources to develop actionable intelligence and target / suspect packages for operations units.
  • Experience working with analytical platforms such as Palantir I2 or SAS.
  • Experience working with signal intelligence to identify suspects / targets.
  • Experience in spatial analytics.
  • KNOWLEDGE SKILLS and ABILITIES :

    Knowledge of (I) to working knowledge of (II) principles methods and techniques used in research and statistical analysis related to the social sciences; principles of criminology; law enforcement operations procedures and regulations; electronic processing; and computer operations.

    Ability to compile and analyze data and communicate statistical information effectively; learn law enforcement operations procedures and regulations; effectively express ideas both orally and in writing; and establish and maintain effective working relationships with others.

    Crime Analyst I :

    Ability to learn qualitative and quantitative techniques to produce valuable and actionable intelligence.

    Crime Analyst II :

    Knowledge of qualitative and quantitative analysis techniques to produce valuable and actionable intelligence.

    TRAINING & EXPERIENCE EVALUATION : A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire.     NOTE : The selection process will likely consist of an Oral Exam which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E) contingent upon the size and quality of the candidate a typical T&E your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis. For this reason it is recommended that your application materials clearly show your relevant background and specialized knowledge skills and abilities. It is highly recommended that the supplemental questions within the application are completed with care and diligence.

    ORAL EXAMINATION - 100% : A job-related oral examination may be conducted to evaluate and compare participating applicants knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants an oral examination will not be conducted. Instead a score of 70% will be assigned to each application and each applicant will be placed on the eligible list.

    ELIGIBILITY LIST : Candidates who score seventy percent (70%) or higher on the oral examination will be placed on an eligible list for one (1) year.

    The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary) fixed-term intermittent and extra-help for this position only. There are currently two (2) regular Full-Time positions and one (1) Fixed Term Part-Time position.

    NOTE : If appointed at the lower level incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements demonstrating satisfactory performance and in accordance with the business needs of the department.
