Senior International Contracts Manager

General Atomics (GA), and its affiliated companies, is one of the world's leading resources for high-technology systems development. We are seeking a dynamic Senior International Contracts Manager to join our growing international contracts team during an exciting phase of expansion. This position is responsible for developing and executing innovative contract strategies, leading complex negotiations, and managing the preparation, acceptance, and ongoing administration of diverse government and commercial contractsboth domestic and internationalas well as special agreements such as confidentiality agreements, teaming agreements, sales representation agreements, cooperative research and development agreements (CRADAs), and memorandums of understanding (MOUs). In this role, you will collaborate with cross-functional teams, engage with senior leadership, and play a critical part in shaping General Atomics' contractual posture and strengthening its global presence, all while working on cutting-edge technologies. You will oversee all phases of the contract and special agreements process, from reviewing customer requirementssuch as statements of work (SOW), bid instructions, contract structure, and terms and conditionsto proposal evaluation, contract review, and approval of all contractual documents. Your work will ensure the protection of the company's contractual position, compliance with laws and regulations, identification of risk factors, and adherence to company policies. This role typically involves managing subordinate managers and / or professional staff and making decisions that have significant, far-reaching impacts across the company.

Duties and Responsibilities :

  • Manage the administration of assigned contracts including negotiating, preparing, reviewing, approving, and terminating contractual documents to ensure protection of company's contractual posture.
  • Manage proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements and customer specifications.
  • Identify legal or contractual issues, develop solutions and provide guidance to management on resolving complex issues while ensuring the contract administration process supports the objectives of the assigned program areas.
  • Ensure the company's proprietary interests are protected and that company policy is followed for processes such as, but not limited to, the review chain for reports, papers and articles.
  • Manage the review of agreements and evaluate documentation and authorization forms to identify problematic provisions and determine if the minimum requirements are met.
  • May assist in reviewing agreements for consistency with laws, government regulations, economic conditions, and company policies.
  • Advise management of contractual rights, issues, and obligations and provide interpretation of terms and conditions.
  • Manage the review of solicitations and assist in drafting proposals to ensure customer objectives are satisfied and company interests are protected.
  • Act as primary contact for contracts activities and issues.
  • May represent the company with customers, potential customers and government representatives.
  • Collaborate with management in the development of new business or expansion of existing business opportunities.
  • Remain current on government / commercial / laws, regulations and practices affecting contracts and related agreements.
  • Manage the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management and professional talent.
  • Maintain the strict confidentiality of sensitive and confidential information.
  • Other duties as assigned or required.

Job Qualifications :

  • Typically requires a Bachelors degree in business, law, or a related field and thirteen or more years of progressively complex experience in contracts and special agreements.
  • May substitute equivalent experience in lieu of education.
  • Demonstrates detailed and extensive technical expertise and application of government / commercial contract administration principles, concepts, and practices as well as comprehensive contract management and leadership skills.
  • Demonstrates detailed and extensive technical expertise with reviewing, recommending changes, and negotiating contract and special agreement terms and conditions.
  • Must possess exceptional written communication skills.
  • Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR) and FAR supplements.
  • Must possess the ability to resolve unusually complex management and technical problems while serving as spokesperson on assigned projects and / or programs.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
  • Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
  • Salary : $125,810 - $229,670
