Description
THE POSITION
Under direction, plans, organizes, directs and administers broad and varied programs of public recreation activities and special events for participants of all ages, including to direct and supervise the staff and operations of a comprehensive senior citizen program, which includes senior transportation, and senior meal program, recreational activities, classes, trips / outings, and special events. Serves as the City's Senior Center Supervisor. Selects, trains, assigns, monitors and evaluates the work of program staff; to participate in the recruitment and selection of new staff and provide necessary training and orientation; and to perform other related duties assigned.
DISTINGUISHING CHARACTERISTICS
This is a single-position, professional supervisory class with responsibility for planning, implementing, supervising and evaluating the City's Senior Services Program, and the planning and implementation of a variety of other public recreation programs and events for participants of all ages. Incumbents direct and supervise a large group of subordinate staff while also overseeing program planning, budgeting, scheduling, reporting and public relations.
SUPERVISION RECEIVED AND EXERCISED
An incumbent in this class receives direct supervision from the Community Services Manager, Assistant Community Services Director and the Community Services Director. An incumbent in this class exercises direct and indirect supervision over subordinate supervisory, maintenance, administrative support and contract personnel staff.

EDUCATION AND EXPERIENCE
Experience :
Four (4) years of full-time experience providing recreational or social services to older adults, including at least one (1) year at a program lead or coordinator level is required. Previous supervisory experience in municipal recreation programs is desired.
Training :
Bachelor's degree with major course work in recreation, public administration, social science, liberal arts, or a related field is required.
License or Certificate :

PHYSICAL DEMANDS
Duties typically are performed in both indoor and outdoor settings and require : frequent sitting, standing, reaching, walking, running; dexterity to manipulate art tools, play equipment, program equipment and standard office equipment; hearing and speech to communicate in person; mobility to occasionally lift objects weighing up to 50 pounds.
Environmental Elements
Typical work environment includes moderate noise levels, varying temperatures / weather and no direct exposure to hazardous physical substances; employees may interact with upset staff and / or public and private representatives and contractors in interpreting and enforcing departmental and City policies and procedures.

EMPLOYEE BENEFITS
VACATION LEAVE : 80 hours per year for first five years, 120 hours per year after five years, 160 hours per year after ten years.
SICK LEAVE : 96 hours per year. Sick leave accumulation in excess of 480 hours is paid directly to the employee as a cash benefit at the end of each year at the rate of 50% of employee's current pay rate.
MENTAL HEALTH DAY : All regular full-time employees shall be granted one (1) mental health day every year.
HOLIDAYS : 12 paid holidays per year.
HEALTH INSURANCE : 85% paid medical for employee and dependents. Coverage effective the first day of the month following the date of hire. Employees who are able to provide proof of other group insurance coverage may elect to opt-out of the City Health benefits and receive a monthly payment in the amount of $750 in lieu of coverage.
LIFETIME MEDICAL : Employees who retire from the City are entitled to lifetime medical. 85% of the medical premium cost is covered by the City.
DENTAL / VISION : 100% dental and vision coverage for employee and dependents. Coverage is effective the first day of the month following the date of hire.
LIFE INSURANCE : Coverage is equal to 100% of annual salary.
DISABILITY INSURANCE : The City pays 100% of the insurance plan.
RETIREMENT : PERS retirement - 2% at 62 benefit formula for "New" CalPERS members, 2.5% at 55 benefit formula for "Classic" CalPERS members covered under pre-2013 rules.
DEFERRED COMPENSATION : Up to $700.00 annual match.
CREDIT UNIONS : The City is affiliated with F&A Federal Credit Union. Employees are eligible for membership.
EMPLOYEE ASSISTANCE PROGRAM : An Employee Assistance Program (EAP) is available to provide help to employees and members of their families who are experiencing personal problems.
EDUCATION REIMBURSEMENT : The City encourages employees to develop their knowledge and abilities by offering a variety of reimbursements for job-related education up to California State University Dominguez Hills (CSUDH) part-time tuition.
BILINGUAL PAY : The City offers three tiers of job related bilingual pay based on classification, employees may be eligible for $35, $75, $150 per month.
SCHEDULE : Full-time employees for the City of Paramount are on a "9 / 80" work schedule. Normal working hours include nine hours per day Monday through Thursday and 8 hours every other Friday, with every other Friday off. Some positions, particularly in the Public Safety Department and Public Works Department, have alternative schedules.
