Under general direction, provides direction, leadership and general oversight to the City's Community Development Department (Planning, Permitting and Building Inspections). This is accomplished by planning, organizing, coordinating, and directing the overall operations and activities within the Department to ensure the orderly development, economic health, and vitality of the City and serving as a member of the City's management team. Other duties may include coordinating activities with other departments, outside agencies and vendors, administering the budget and interfacing with other City employees and citizens. This position provides direction to other employees.

Manages department by coordinating department tasks, conducting staff meetings, overseeing office, coordinating projects with other City departments, researching information, preparing reports, and maintaining records.

Conducts long-range planning by securing, coordinating and managing consultants, coordinating with City staff, City management, and City Council, reviewing documents, and making recommendations.

Coordinates development by meeting with public developers over ordinance plans, procedures and policies, reviewing and reporting on development applications, preparing and conducting presentations, and documenting and conveying actions.

Develops implementation tools by researching and preparing reports, coordinating with other City departments and City Councils, preparing draft ordinances, making presentations, and updating code books.

Supervises personnel by interacting with personnel to coordinate, prioritize, and direct activities, interpreting policies or policy execution strategies, evaluating employees, establishing employee goals and objectives, hiring and disciplining personnel when necessary, and providing training opportunities.

Administers the budget by preparing the department budgets and monitoring and approving expenditures.

Performs other duties as assigned.

Education and Experience : Bachelor's Degree in Public Administration or a related field and seven (7) years of progressively responsible experience, including five (5) years of supervisory experience or equivalent combination of education and experience.

Certifications and Other Requirements : Valid Texas Driver's License or ability to obtain within six (6) months. American Institute of Certified Planners Certification (AICP) preferred.

Knowledge of : City rules, regulations, policies, and procedures with particular attention to codes and ordinances. Municipal budgetary policies, requirements, and procedures, including grant funding. Supervisory methods and techniques. Planning, administration, and operation of multiple divisions. Principles and practices of urban planning, land division, land use, zoning, real estate acquisition, community development, economic development and development processes. Project planning, financing, and project management principles and practices. Modern office practices, procedures, and equipment.

Skill in : Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees. Assessing and prioritizing multiple tasks, projects and demands. Providing outstanding customer service and conflict resolution. Identifying opportunities to improve customer service and satisfaction. Operating a personal computer utilizing a variety of business software. Reading and understanding City, State and Federal rules and regulations. Creating, preparing, writing, and proofing reports, documents, and correspondence. Working effectively in a high-pressure environment with changing priorities. Effectively communicating in both oral and written format.

Physical Demands / Work Environment : Standard office environment. Ability to sit or stand for long periods. Ability to lift up to 10 lbs. occasionally or negligible weights frequently. Ability to operate city or personal vehicle for business purposes.
