Position Summary
The Permitting Specialist plays a critical role in ensuring timely and compliant deployment of network infrastructure by securing all necessary permits, entitlements, approvals, and agreements across multiple jurisdictions. This position requires exceptional attention to detail, strong communication and coordination skills, and the ability to navigate complex regulatory environments. The Specialist will collaborate with internal teams, external customers, jurisdictional agencies, and third-party vendors to maintain project momentum, meet milestone deadlines, and deliver on-time and on-budget network solutions.
Candidates with experience in utility coordination , wireless infrastructure , municipal permitting , or land use planning —particularly in Colorado and Utah—are strongly preferred.
Essential Job Functions
Permitting & Entitlements
- Prepare, submit, and obtain all required entitlements, approvals, and agreements from local jurisdictions for installation of facilities in the public right-of-way.
- Ensure drawings and technical documents comply with jurisdictional standards, codes, and requirements.
- Conduct research and prepare detailed authorization analyses outlining processes, timelines, fees, and risks for new project opportunities.
Project Coordination & Reporting
Maintain accurate forecasting and reporting of permitting milestones in project management systems.Manage high volumes of complex permitting workflows while maintaining organization and timely communication.Collaborate with internal cross-functional teams—including engineering, construction, legal, and project management—to resolve issues and keep deployment on schedule.Provide status updates and permitting expertise during internal and customer meetings as needed.Jurisdictional & Stakeholder Engagement
Serve as a subject-matter expert on local laws, permitting regulations, codes, ordinances, and processes.Interface with city staff, utilities, planning departments, and public agencies to facilitate approvals and resolve obstacles.Represent the company in hearings, planning commission meetings, city council sessions, and other public forums.Act as an escalation point for resident or community complaints received through the Network Operations Center.Vendor Management
Oversee and manage third-party vendors such as permitting expediters, outside counsel, and inspectors to ensure compliance, accuracy, and timely delivery.Education & Certifications
Bachelor’s degree or equivalent work experience required.Experience & Minimum Requirements
3–5 years of experience in municipal planning , land use , permitting , or the wireless / telecom industry .Experience presenting to public government entities or participating in public hearings is highly desired.Familiarity with utility companies and jurisdictional codes ; CO and UT utility / jurisdiction experience is a strong plus.Experience in similar roles such as Site Acquisition Specialist , Real Estate Specialist , Utility Coordinator , Project Manager , or Program Manager is beneficial.
