Position Summary / Objective :
This position supports the In-Service Attack Submarines Program Office (PMS 392) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SSN), and Team Submarine (TSUB) providing engineering, logistics, and project management support to SSN 688I, 21 and 774 Class Submarines from a Configuration Management (CM) perspective.

- Configuration Management Coordination : Review, assess, and perform corrective actions on engineering products from a CM perspective in support of In-Service Fast Attack Submarine Program Offices. Ensure integrity of data, revisions to technical data, and approval decisions via a controlled process and tool. Coordinate with Hull Mechanical and Electrical (HM&E) and Non- Propulsion Electronic Systems (NPES) Configuration Managers on all CM issues, including outstanding tasks and workload prioritization. Lead and drive monthly stakeholder synchronization meeting aimed at driving down backlog of CM tasks. Demonstrate understanding of the systems for which the CM program supports including their interfaces and the platforms the systems are fielded to.
- Configuration Management Alignment and Integration : Ensure alignment of internal and external CM stakeholders towards common goals. Support CM Program audits, supportability assessment reviews, technical reviews, and evaluate documentation for impacts to CM principles including parts management, re-identification and proper change control methodology. Manage and facilitate processes and outcomes in support of CM including but not limited to : ECP (Engineering Change Proposal) evaluation and analysis. Ensure Program Office leadership is prepared for and briefed (as needed) for all Configuration Review and Configuration Control Board meetings. Provide training and advocacy for CM best practices.
- Communication and Stakeholder Engagement : Develop and manage enterprise stakeholder relationships in support of CM. Create strategies and implement solutions to CM challenges and obstacles. Facilitate and guide CM Working Groups with a focus on process improvement and optimization. Assess and provide quality assurance feedback with CM documentation and processes, draft instructions, standard operating procedures, and maintain CM product deliverables to include status reports, Engineering Change Directives / Actions Letters, and CM processing metrics. Conduct CM Gatekeeper administrative duties using designated CM software application, including ECP Reviews, ECP processing workflow management, Problem Report (help desk) submissions, support Originators with ECP development, and new user account generation. Update, Revise, Coordinate review and approval of revised CM documentation.
- Configuration Management Leadership : Develop, implement, and maintain Configuration Management Plans (CMP), policies and procedures for In-Service submarines. Emphasis on end-of-life support Fast Attack Class and Virginia Class transition from new construction to in-service are essential to platform CM and sustainment success. Support of HM&E and NPES systems, subsystems, equipment, and component configuration changes and facilitate CM processes per applicable Program Office CMP. Conduct administrative review and analysis of design improvement proposals, drawing changes, technical manual development, Request for Variances (RFV), and lifecycle supportability / sustainment considerations to ensure compliance with applicable Program Office CMP requirements.
- Configuration Status Accounting (CSA) and Audit processes : Maintain the CM baseline to ensure accurate and complete records of all configuration items and their relationships. Conduct configuration audits to verify that system and product baselines are being followed and that all configurations meet organizational and regulatory requirements.
Required education and experience :
A current or active DoD Secret security clearance.Bachelor’s degree preferred, or 7 years of CM experience supporting DoD or similar industry programs.Knowledge of the Navy's CM documentation (EIA-649 CM Standard, MIL-HDBK-61A, DD-1692, DD 1694), implementing and / or using commercial CM databases (software and hardware) and Product Lifecycle Management Systems.Familiarity with and / or experience with DoN Configuration Status Accounting databases and enterprise tools. Ability to facilitate technical discussions related to CM processesAbility to work independently and with a team and often under short, multiple deadlines.Competencies :
Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.Excellent verbal and written communication skills, as well as presentation skills.High comfort level working with and around all military / organizational levels, clients, customers, suppliers, and visitors.Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.Demonstrate ability to be a team player; works well with others; contributes positively to work / team environment while continually seeking ways to enhance contribution to the team.Additional eligibility requirements

Position Type / Expected Hours of Work :
The typical workday is eight hours in length, normal hours are 7 : 30 AM-3 : 30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9 : 00 a.m. to 3 : 00 p.m. and must account for the hours in a pay period to maintain full-time status.
Telework :
Situational Telework is allowed for this position. However, that may change based on customer requirements.
Travel :
Up to 10% CONUS travel may be required.
