Program Manager - Senior
Formulates and enforces work standards, assigns program schedules, reviews work, supervises program personnel, and communicates policies, purpose, and goals of the organization to subordinates. Is responsible for overall program performance. Responsibilities include :
- Financial reports, to include all required invoice documentation, monthly, to FBI Contracting Officer Representative (COR).
- Monthly Status Reports (MSRs) to FBI COR including a summary of the activities performed by the contractor for each task during the month and any planned or pending personnel actions.
- Maintain adequate staffing levels, ensuring timely backfill of any open positions.
- PM should be the primary point of contact (POC) for the COR. The name of the alternate PM shall also be provided to the COR in the event they will act for the Contractor in the absence of the PM. PM, or alternate(s), shall be available to the COR via telephone during the core hours of 9 : 00 am and 3 : 00 pm local time, Monday through Friday.
- PM shall provide leadership and support to accomplish all tasks and activities stated within this Task Order SOW and shall communicate directly to the Task Lead and COR.
- Effective communication and expectations to contract employees in a timely and clear fashion; and identify and resolve issues and conflicts within the contractor's project team.
- Manage monthly funding (labor and travel / ODCs) and staffing level of effort projections, to include procurement of ODC equipment and expense reports for cell phones, travel, and any miscellaneous expenses.
- Review and approve time reports for Contractor staff and any subcontractor(s).
- Review and approve subcontractor invoices.
- Hold monthly status meetings with COR / PMs to discuss project status, funding, risks, and staffing.
- Hire and onboard new staff (create requisition, conduct interviews, backfill form, VAR, VNF, fingerprints, SATE briefing, PIV, DBIDS).
- Assist in onboarding new subcontractors (ensure teaming agreement, NDAs, rates, funding).
- Ensure mandatory training is complete.
- Provide Collections Operations / Deployment weekly report and ensure each team member adds daily / weekly accomplishments.
- Ensure contractors complete additional mandatory activities (PIV, RSA, clearance / SCI, foreign travel, EPAS, accesses, polygraphs).
- Management of contractor staff in a complex operational environment.
Required Qualifications :
Experience : At least Seven (7) or more years of experience in relevant fieldsAt least Five (5) years of experience managing technical projects and programs as the single authorized interface with government management personnel.Active Top Secret ClearanceCertifications : Project Manager Professional (PMP) certification requiredExperience in complete program development from inception to deployment and has demonstrated the ability to provide guidance and direction at the program level.Knowledge of best practices in the management and control of personnel, funds, and resources for directing information system programsWork Environment and Physical Demands :
