General Description :
The Clinical Director oversees the operation of the Clinical Inpatient and Outpatient Programs. The Clinical Director is responsible for the program planning, development and management of staff and program, budget preparation, supervision of staff, inter- agency communication and collaboration. The Clinical Director provides oversight to the Clinical Supervisor.
Responsibilities :
- Oversight of Clinical Inpatient Programs
- Oversees Clinical Supervisors
- Provides clinical supervision for counselors and other treatment team members
- Assigns clients to individual counselors and follows up for client management discharge planning, and next level of care
- Oversight of daily huddles, case conferences, and meetings of the treatment team
- Observes, evaluates, and motivates counselors relative to their assigned duties
- Counsels’ treatment team personnel regarding areas in need of improvement
- Analysis of Key Performance Indicators for follow-up and recognition
- Ensures clients’ records are maintained in accordance with standards established by directives issued from the Executive team, OASAS, JCAHO and all regulatory agencies
- Provides frequent verbal / written reports to the Executive team on the status of the treatment component
- The Clinical Director shall establish and maintain written plans of services which shall include a complete description and schedule of each program module operated and each time limited structured treatment regimen available and identify the program’s policies and procedures for physician supervision of patient care and treatment
- The Clinical Director shall work with the Director of Admissions to ensure that admission processes are designed to be reflective of human dignity, to engage the person in treatment and to not discriminate against any person in admission, provision of services, or establishment of fees or charges on the basis of race, color, creed, sex, sexual orientation, age, national origin, disability or source of referral
- As part of the ACI compliance committee / team and senior leadership, the Clinical Director will attend announced state and federal regulatory agency seminars / meetings, correspondences from these regulatory bodies, longstanding recurring bi-weekly meetings between ACI’s OASAS Program Managers and ACI’s Senior Leadership, and alerts received from our state and federal regulatory agencies
- Collaborates with medical staff and floor personnel to facilitate patient schedules
- In conjunction with Executive team, the Clinical Director develops, implements, supervises, and evaluates supervises appropriate age / population specific clinical services including continuum of care
- Directs human resources management for the assigned area, including :
- Managing employee relations in a manner that supports the desired patient care outcomes and promotes the further growth of the staff member whenever possible
- Collaborating with other Directors, HR, QM, and Staff Development to meet the training and staff development needs of the assigned staff members
- Development and implementation of staffing and service delivery models responsive to the changing needs of the population and the organization
- Develops and implements policies and procedures related to age / population specific program services, reviewing them interdepartmentally
- Continuously designs and evaluates work systems and processes to increase quality and availability of services, working closely with management and staff to implement them
- Develops the budget and manages the financial resources of the assigned area within those constraints
- Participates, directs, and collaborates in quality management activities for the assigned area as well as the larger organization, including team / committee participation, quality measurement, process improvement, and risk management activities
- Participates in public relations and marketing activities for the organization
- Provides direct care services and clinical supervision as needed within scope of practice defined by licensure and within clinical scope of practice set forth by OASAS
- Ensures that a welcoming, safe and healing environment is maintained for each patient and family throughout the continuum of care
- Recommends ways to improve the quality and delivery of services
- Maintains confidentiality of company and patient information

SUPERVISORY RESPONSIBILITIES :
Supervises the Clinical Supervisor and clinical department staff. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications :
Must hold either CASAC w / Masters or Bachelors, LMSW, LMHC, or LCSWMinimum of 5 years area specific clinical experienceMinimum of 3 years supervisory experience preferred with ability to provide clinical supervision to counselors and therapists strongly preferred; and / or equivalent education or experience in job related activitiesQualified health professional as defined by NYS Department of Mental Hygiene, Division of Alcoholism and Alcohol Abuse, Chapter X, Part 374Demonstrate knowledge and skills as they relate to the NYS licensing standards and JCAHO accreditation standards and be accountable for compliance with these standards as they apply to the Inpatient ProgramExcellent problem-solving, analytical, and interpersonal skillsExcellent written and oral communication skillsProgram evaluation and development skillsOrganizational skills for managing and prioritizing multiple tasks and assignmentsGood supervisory and motivational skillsWorking knowledge of Microsoft Office and ability to learn and use EMR softwareKnowledge of and ability to apply information regarding cultural / age / population specific characteristics to the patients in the assigned areaAbility to deescalate a person in crisis in a calm and supportive manner and to teach same; CPR, First Aid certified or eligible
