Logistics Support Subject Matter Expert

The Logistics Support Subject Matter Expert will provide high-level support to Program Managers in support of the Naval Information Warfare Center (NIWC) programs. Providing coordination, documentation support, training development support and Integrated Logistic Support (ILS) advisement of various programs. Work Model : Onsite / In-Office

Responsibilities

Essential Duties & Job Functions :

  • Provide ILS support for C4ISR SME's supporting the LCS program.
  • Ability to work closely with program managers on a technical level and then translate that information into actionable capability decisions by the client organization, review the work of other engineers for accuracy and correctness, lead and collaborate with mixed teams comprised of government and industry personnel.
  • Ability to apply problem-solving techniques when faced with complex problems under uncertainty.
  • Develop, update and maintain a schedule using Microsoft Project to develop timelines to track the completion of all ILS tasks and deliverables for the non-POR C4I systems and equipment.
  • Develop and submit recurring weekly status reports (WARs) to report on the progress of all ILS tasks and deliverables in the schedule for the non-POR C4I systems and equipment.
  • Assist with validating and assessing the status of ILS products and packages developed for the non-POR C4I systems and equipment.
  • Develop, update and maintain the Bill of Materials (BOMs) for the non-POR C4I systems and equipment.
  • Develop, update and maintain User's Logistics Support Summary (ULSS) documents for the non-POR C4I systems and equipment.
  • Develop, update and maintain ILS-related technical data and publications that are required for the operation and maintenance of the non-POR C4I systems and equipment.
  • Prepare and submit interim and final ILS certifications in support of installations, upgrades, and the modernization of the non-POR C4I systems and equipment.
  • Develop, update and maintain ILS checklists for the non-POR C4I systems and equipment.
  • Assist with collecting, uploading, and maintaining ILS-related technical data and documentation in Government SharePoint sites, such as but not limited to, the Naval Information Warfare Center (NIWC) Acquisition Integrated Logistics Online Repository (SAILOR).
  • Track and maintain End of Life (EOL), End of Sale (EOS), and End of Service Life (EOSL) data for non-POR C4I systems and equipment.
  • Review and provide feedback on the Diminishing Manufacturing Sources and Material Shortages (DMSMS) cases tracked in the Obsolescence Management Information System (OMIS) Top-Down, Break-Down (TDBD) reports for non-POR C4I systems and equipment.
  • Review and provide feedback on the DMSMS monthly status reports that are submitted to the DMSMS Management Team (DMT).
  • Collect, track, and report the status and metrics for corrective maintenance actions for non-POR C4I systems and equipment onboard post OWLD LCS platforms.
  • Develop, update and maintain Maintenance Index Pages (MIPs) and Maintenance Requirements Cards (MRCs) for the non-POR C4I systems and equipment.
  • Collect, track, and report the status and metrics for Preventative Maintenance System Technical Feedback Reports (PMS TFBRs), Technical Manual Deficiency / Evaluation Reporting (TMDER), and Fleet Consolidated Allowance Lists (COSAL) Feedback Reports (FCBRs) for non-POR C4I systems and equipment onboard post OWLD LCS platforms.
  • Assist with developing, submitting, and tracking the phasing and approval of Ship Change Documents (SCDs) in the Navy Data Environment (NDE) database for requested Ship Changes (SCs) to non-POR C4I systems and equipment installed onboard post OWLD LCS platforms.
  • Assist with developing and updating Cost Base Analysis (CBA) for entry into Navy Data Environment (NDE) as required for SCDs of non-POR C4I systems and equipment installed onboard post OWLD LCS platforms, FMP integration module and reports.
  • Experience with ships installation drawings, supply support, configuration identifications such as APLs, on-board support items, and maintenance assistance modules.
  • Experience with Configuration Data Managers Database-Open Architecture (CDMD-OA) work files and the Model Based Product Support (MBPS) program.
  • Experience using the Afloat Master Planning System (AMPS) module to integrate Readiness Response Plans into alteration planning processes.
  • Experience with SHIPMAIN Entitled process.
  • Assist with developing requirements for Planning Yard (PY) tasking in support of SCDs of non-POR C4I systems and equipment installed onboard post OWLD LCS platforms.
  • Maintain all supporting project financial documents for audit and review processes.
  • Monitor project budget and financial expenditure and all administrative procedures in line with the workplan.
  • Produce financial reports.
  • Perform related work as assigned in an unsupervised, reactive, and mission critical environment.

Accountable For :

  • Excellent oral communication skills including but not limited to customer interactions, formal and informal training, and meeting facilitation.
  • Excellent written communications including but not limited to development and editing of business, operational, and technical documents, engineering changes, meeting and trip reports, Maintenance Procedures (MPC), training material, and after-action reports.
  • Ability to deal with people in a professional and courteous manner.
  • Ability to exercise independent judgment.
  • Ability to organize and prioritize own work as well as assigned personnel.
  • Ability to work alone or in a team environment as required.
  • Ability to research and analyze operational data.
  • Job Requirements

    Mandatory :

  • High School Diploma or GED.
  • U.S. Citizen.
  • Bachelor's degree in a Management, Engineering or Science field. Working towards Professional Logistics Certification - i.e., Defense Acquisition Workforce Improvement Act (DAWIA) in Lifecycle [Acquisition] Logistics Level 1 or
  • Equivalent logistics training (resume to specify all equivalent training) or
  • possess an additional one (1) year working in direct support of defense life-cycle logistics.
  • Three (3) years of experience in defense life cycle (acquisition) logistics support of electronic systems, including logistics principles, practices, and processes.
  • One (1) year of experience in support of C4ISR systems.
  • Demonstrated skills, including Analyzing Engineering / Systems Management Data, and Developing Logistics Plans and Procedures. Experience may be achieved simultaneously.

  • Five (5) or more years' Integrated Logistics Support services for NIWC AKA SPWAR.
