Career Development Consultant
Performs advanced professional work and consultation in the research, design, and evaluation of education and career development initiatives with significant agency-wide impact. Leads specialized projects focused on workforce education, training strategies, and career advancement programming. Responsibilities include policy and procedure development, instructional design, and facilitation of learning opportunities aligned with organizational goals. Engages in strategic collaboration with managers to identify workforce learning needs and implement targeted career development plans to prepare employees for critical roles. Operates within the Human Resources Division.
Essential Duties :
- Provides guidance and career services to employees seeking to address gaps in performance, training, education, experience, and other talent development gaps.
- Serves as an advocate for Career Development - including training, education, and professional development - successfully scaling customer interaction all the way from the Commission-level down to the most junior employee.
- Assists Tuition Assistance Program administrators with tasks to include tracking / reconciling expenses, handling reimbursements and defaults with agency Finance Division, and monitors participant eligibility.
- Co-manages TxDOTs Education Portfolio, to include the Tuition Assistance Program, the GED Completion Program, and related external education opportunities made available to the workforce.
- Consults with district and division stakeholders on training, education, and professional development.
- Researches and reviews external materials and resources for inclusion in employees Individual Development Plans and agency Succession Planning.
- Assists in identifying the need for new programs.
- Assists in overseeing and conducting research and analyses of programs, organizational structures, operations, staffing requirements, funding needs, and other specialized areas with department wide and statewide impact.
- Assists in providing management with periodic status reports regarding program activities and progress.
- Conducts program or project analyses and develops and recommends solutions / methods to increase productivity / efficiency and / or streamline operations.
- Conducts research and analysis on complex issues, legislation, departmental policies and assists in developing departmental policy positions to those issues and areas of expertise.
- Provides guidance to managers in identification and career development of employees to fill key positions in the Department.
- Performs specialized analyses as a consultant to the Administration and other Department staff on controversial and / or sensitive plans, issues, and initiatives.
- Performs other job responsibilities as assigned.
