Job description

The IRA Specialist provides internal and external customer support through telephone, mail, and e-mail of deposit operations products and services, with a particular focus on individual retirement accounts. This includes inquiries on a wide variety of deposit and electronic services, which include but are not limited to, checking, savings, safe deposit box, savings bonds, remote deposit capture, positive pay, and many other services that support and complement deposit products. This also includes inquiries of a more complex nature related to IRA and HSA products and accounts. Build internal and external customer relationships by being accountable for representing the department in a courteous and professional manner. Provides prompt efficient and accurate service with questions related to Deposit Operations. Takes personal initiative and is a positive example for others to emulate. Attends job-related seminars and completes job-related education as directed by supervisor. May be requested to perform occasional duties as backup for the Courier / Mailroom as necessary.

CD / IRA functions :

  • Provides a high level of internal and external customer support through telephone, mail, and e-mail regarding IRA / HSA products and services. This includes inquiries which may be of a more complex nature including, but not limited to, IRA products and investments, regulations, tax deductibility, RMDs, and IRS tax reporting.
  • Process withdrawals, transfers, penalties, distributions, etc., and ensure proper compliance with IRA rules and filings with the IRS.
  • Communicate with IRA customers as required regarding distributions, transfers, etc., to determine appropriate action on their accounts.
  • Follow up on outstanding exception items and special requests with IRA accounts.
  • Perform review of daily IRA transactions, including reviewing prior days IRA transactions to ensure compliance with IRS reporting requirements and IRA regulations. Make corrections as required.
  • Prepare paperwork for IRA customers and review paperwork completed by branch staff to ensure appropriateness and compliance with IRA regulations. Ensuring that these documents have been scanned and made available in the document imaging system.
  • Prepare input and entry of new account and investment information as needed to support customer IRA or HSA accounts, as well as data entry of transactions.
  • Maintain current awareness of IRA rules and regulations and assist in implementing them within department process and procedures.
  • Review and correct IRS tax documents as needed.

Deposit Operations functions :

  • Research all types of questions, problems, department-related needs as it applies to the various products and services and functions supported by Deposit Operations.
  • Review and reconcile various GL and / or CIF accounts and other transactions related to Deposit Operations.
  • Maintain and fulfill all department regulatory requirements.
  • Accurately researches and performs a variety of adjustments, account corrections and transactions as related to various Deposit Operations products and services. This may include maintaining supporting documentation to ensure regulatory compliance and preparing customer correspondence.
  • Research and process updates or corrections to customer tax reporting related to Deposit Operations products or services.
  • Completes assigned compliance training in a timely manner and demonstrates ability to apply training to their duties and responsibilities.
  • Deposit Operations New Account, Product Enrollment and Maintenance functions :

  • Accurately completes input for new, or maintenance changes to, various account records or ancillary products. Examples include, but are not limited to address changes, account registration changes, changes in account type, CD interest payment changes, CIF scrub, AFT, Sweeps, etc.
  • Maintain safe deposit box records and files, billing safe deposit box, and handling reporting for safe deposit box delinquencies.
  • Perform a review of new accounts or maintenance reports to ensure supporting documentation is on file and that data fields or changes have been performed completely and accurately. Contact branch personnel in the event of conflicting information to determine correct information and enter maintenance changes as needed.
  • Ensure that appropriate documentation has been completed to support all new accounts, product or service enrollments and / or maintenance requests; that they have been completed correctly, scanned and made available on the document imaging system. This may include a review of legal documents prepared by customers' attorneys and accountants.
  • Accurately complete death reporting including Date of Death & State Date of Death.
  • Perform manual archiving of documents as needed.
  • Assist with updating, maintaining, and testing systems as it relates to new account upload, maintenance, & term changes.
  • Review Savings Bond redemptions and research Federal Tax withholding differences while keeping a current log for EOY reporting.
  • Review and process remote deposit capture, positive pay or ACH origination applications, modifications, reviews and overlimit approvals for processing.
  • Record Retention functions :

  • Maintain awareness of record retention requirements as prescribed by banking laws, ABA, and PBA recommendations.
  • Maintain adequate records of record retention facilities to facilitate retrieval of documents when needed.
  • Assumes additional job-related duties as may be assigned.

    REQUIRED TRAINING, EXPERIENCE AND EDUCATION :

  • Requires basic reading, writing and arithmetic skills. Completion of high school, vocational training or equivalent.
  • Interpersonal skills to represent the Bank in a positive way in dealing with internal and external customer transactions.
  • Strong keyboarding skills.
  • Strong knowledge of, and experience using, Microsoft Office applications.
  • Strong organizational skills
  • Fulfill QNB compliance in operations and security procedures by adhering to government regulations, QNB policy, and established procedures.
  • Previous Deposit and / or Time Deposit operations experience
  • Two years' experience working with and familiarity with IRA legislation.
  • Must be able to lift and maneuver 50-pound cartons / boxes.
  • Must be flexible with hours - may be required to work extended hours.
  • Courier / Mailroom Receiving Clerk :

  • Must be able to lift and maneuver 50-pound cartons / boxes.
  • Must have own vehicle to use.
  • Must have a valid PA driver's license and have proof of insurance.
  • Must be flexible with hours - may be required to work extended hours.
  • DESIRABLE KNOWLEDGE, ABILITIES, AND SKILLS :

  • 5 years previous Deposit and / or Time Deposit operations experience
  • Previous customer service experience.
  • Working knowledge of Jack Henry Silverlake system.
  • Recent attendance at IRA seminars dealing with various levels of IRA legislation
  • Successful completion and maintaining accreditation as a Certified IRA Specialist (CIS I or CIS II)
