Description

Salary range is $104k to $206k, with a midpoint of $155k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE :

Sound Transit is seeking two construction procurements managers for Design-Bid-Build, Alternate Public Works for Design-Build, both traditional and progressive, General Contractor / Construction Manager (GC / CM), Job Order Contracting, and Small Public Works with contract administration and management experience who exhibit a strong sense of team-oriented camaraderie and maintains stakeholder relationships. These positions supervise collaborative and professional Contract Specialists responsible for future procurements related to a $60+B expansion program through 2040. There are over 40 existing construction contracts currently valued at $8 Billion. These roles are considered non-worksite essential and eligible to be considered for flex work arrangements, including flexible schedule or remote work. The Procurement, Contracts & Agreements (PCA) Division's goal is to deliver excellent, value-added procurement and contract administration services to its internal partners and the entire agency. This position resides within the Design & Construction Contracts (D&CC) section that assists with Sound Transit's efforts to transform the region with capital system expansion projects to quadruple the current service area. ESSENTIAL FUNCTIONS :

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties .

  • Lead by example and be a strong role model of the six Sound Transit values by providing guidance, mentorship, motivation and training and coaching when necessary.
  • Build and maintain a strong team. Contribute to and support of the growth of a culture that forges teamwork, collaboration, and accountability, within the Design and Construction Group, between other Procurement & Contract Divisions, and department stakeholders.
  • Coach, mentor and lead team to high levels of professional development, productivity and performance. Provide constructive feedback; evaluates, trains and motivates staff; manages employee relations; manages the workflow and prioritization of projects and measures the performance of the section; provides advice and counsel to staff; establishes professional development plans for staff.
  • Collaborate with the agency to define procurement requirements including proposed qualifications, evaluation criteria, contract terms, and ensure proper contractual guidelines and policy procedures are followed in the procurement process.
  • Research, prepare and issue solicitation and contract documents in accordance with policies and procedures, federal and state laws.
  • Advise on construction delivery procurement method best practices in RCW 39.10 and alternative delivery procurement method best practices in RCW 39.10.
  • Support and / or lead contract negotiations.
  • Lead evaluation committees and advise on proposer conformance with solicitation requirements.
  • Provide leadership and input to initial agency position on protests from unsuccessful proposers.
  • Develop, review and edit boilerplate documents such as solicitations, contracts, letters, forms and manuals for inaccuracies and inconsistencies; research cited references to RCW, WAC or CFR to ensure references are current; and revise and write sections of boilerplate to reflect changes in procurement and contracting approach.
  • Evaluate strategies and approaches to develop innovative methods to maximize competition while meeting customers' operational needs of contract cost savings, compliance, and improved efficiencies.
  • Review, analysis, and contract administration of Design-Build and GC / CM contracts.
  • Cost / Price analysis on procurement proposals & contract amendments.
  • Consultant labor rate analysis, other costs, and negotiations.
  • Managing complex and technical Design-Build and GC / CM contracts including providing guidance, oversight, planning, and administration of contracts in accordance with Federal, State and Local guidelines, with minimum guidance and direction.
  • Exceptional customer service and ability to assess and explain technical issues. Help build, manage, partner, message, and support relationships with department stakeholders to achieve the strategic objectives of the Chief Procurement Officer, Executive, and the Board. Research, analyze, and address questions and concerns from agency departments and other stakeholders.
  • Strategic analysis skills. Develop, refine, and implement internal policies for contract and performance measures and strategizing solutions to issues as they arise. Assist with agency policy initiatives as it relates to D&CC and consistency with the ST strategic plan and goals, agency working teams, and collaboration with external agencies. Communicate strategy and policy in written and oral presentations to a variety of audiences.
  • Serve as a subject matter expert. Resolve complex contract administration issues and compliance with federal, state, and local laws and regulations. Research and advise senior agency management in solutions. Review data and prepare reports for senior leadership. Managing and controlling the complexity and risks associated with ST contracts.
  • Develops new or improved administrative and procurement procedures for economy and efficiency of operation.
  • Interprets contract provisions, and evaluates change orders.
  • Manages and participates in the preparation of contract and administrative reports for upper management.
  • Interfaces with vendors to achieve resolution on invoice billing disputes.
  • Provide input on complex procurement methodologies for construction contracts.
  • Manages and participates in the development and implementation of goals, objectives, policies, priorities for assigned projects, services, and forecasts for future needs for staffing.
  • Participates and manage Agency-wide initiatives, such as business process improvement or new system implementations.
  • Provides support to P&CD on matters as directed; serves as liaison to the federal transit administration (FTA) and other Agencies regarding procurement audit issues; prepares and presents staff reports and other necessary correspondence; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

  • MINIMUM QUALIFICATIONS :

    Education and Experience : Bachelor's Degree in Business Administration, Public Administration, Contract Management, or related field. Five years of experience in public sector construction contracting and procurement services, preferably with experience in Design-Build and / or GC / CM contracting experience; Or an equivalent combination of education and experience. Three years of leadership, budgetary, planning and workforce management experience.

    Preferred Licenses or Certifications :

  • Have or obtain within 36-months of hire a Design-Build Institute of America (DBIA) Professional Certification, or equivalent professional certification.
  • Preferred Knowledge and Skills :

  • Principles and practices of public administration, public procurement systems and processes.
  • Principles and practices of contract administration as applied to the public sector.
  • Contract cost and price analysis principles and practices in 48 CFR 31, Contract Cost Principles and Procedures (FAR Part 31) as well as Title 39 Revised Code of Washington (RCW).
  • State and federal contracting requirements including Federal Transit Administration and Federal Highway Administration requirements.
  • Pertinent federal, state, and local laws, codes, and regulations including applicable Washington State Laws and other statues related to the use of public funds and tax laws.
  • Working knowledge of Federal Transit Administration (FTA) regulations.
  • Contract law and ability to interpret terms and conditions.
  • Advanced negotiation principles and practices.
  • Principles of supervision, training, and performance evaluation.
  • Principles of customer service.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Preparing moderately complex contracts, agreements, and management reports.
  • Negotiating and identifying solutions that balance the Agency's interests and those of the negotiating partner(s), within financial capacity and other constraints.
  • Researching, analyzing, and evaluating new service delivery methods and techniques.
  • Preparing clear and concise administrative and financial reports using complex data.
  • Interpreting and applying federal, state, and local policies, laws, and regulations.
  • Responding to inquiries and in effective oral and written communication.
  • Applying project management techniques and principles.
  • Working cooperatively with other departments, Agency officials, and outside agencies.
  • Supervising, leading, and delegating tasks and authority.
  • Written and oral communication skills demonstrated by formal presentation experience and report preparation.
  • Strong problem-solving, analytical, and investigative research skills.
  • Intermediate level of proficiency using Microsoft Word, Excel, Outlook, or SharePoint.
  • Physical Demands / Work Environment :

  • Work is performed in a standard hybrid office environment with occasional on-site requirements.
  • Position is required to review contracts and documents in a short period of time and the use of software that like E1 and BI tools. May be subject to seeing.
