The nation's leading local health department seeks a Procurement Analyst join its award-winning, innovative technology team in revolutionizing public health IT.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO :

Prepare solicitation documents required for various methods of procurement and coordinates the processing of all requisitions, purchase orders, and contract renewals particularly on the subject matter of IT hardware, software and maintenance and IT consultant related contracts and equipment purchases.

Enter and retrieves data from FMS, Passport and databases and maintains tracker of all purchase transactions and expenditures.

Oversee the processing of receiving reports and approvals of invoices.

Work closely with project managers and supervisory staff within IT to advise on procurement requirements.

Follow established procedures to process orders in compliance with all NYC PPB Rules and in accordance with Comptroller's Directives and advises staff accordingly.

Process Competitive Bid, OTI, DCAS and Non-Competitive MWBE Small Purchases and reviews FY end year reports and processes decreases.

Must be able to use FMS and PASSPORT with minimal supervisory assistance.

PREFERRED SKILLS :

Bachelor's degree in Finance, Accounting, Economics, Public Administration, or a related field.

At least 2 years of experience in budgeting, financial analysis, or a related role.

Government experience strongly preferred. Strong proficiency in financial management systems and Excel.

Knowledge of relevant budgeting principles, policies, and government regulations. Excellent communication, analytical, and problem-solving skills.

Ability to work under pressure and manage multiple priorities simultaneously. Strong attention to detail and accuracy in financial data.

    Qualifications

    1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

    2. A combination of education and / or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

    Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
