Office Manager
The City of Lynden is seeking an experienced and detail-oriented Office Manager to oversee administrative operations and ensure the efficient functioning of the Public Works Department.
This position supervises and coordinates all office procedures and clerical work in the Public Works Department. It involves senior-level, specialized, and complex technical clerical duties, which require a comprehensive knowledge of City and department functions, policies, and procedures. The role also requires increased technical knowledge and independent judgment to coordinate all Public Works activities.
This is a 32 hour a week position.
Essential Duties and Responsibilities
Supervision of Staff and Activities
- Plans, schedules, and directs day-to-day activities for assigned office support staff.
- Supervises, trains, and evaluates the performance of assigned personnel.
- Monitors and ensures assigned staff compliance with City / departmental policies, procedures and regulatory requirements.
- Prepares, updates, and maintains assigned staff schedules, assigning work duties and monitoring the quality and progress of work performed by employees.
- Evaluates work procedures for efficiency and effectiveness of office operations, recommends improvement where needed.
Budget and Finance
Participates in annual department budget preparation process, including projecting yearly expenditures, completing budget spreadsheet for delivery to Finance Department and updating budget narratives and addendums.Reviews coding on invoice payables, researches invoice questions.Assists with clarifying variances in monthly fund balances and activities.Advises staff of budget capacity in relation to planned purchases.Assists staff with purchasing guidelines to comply with local and state rules and regulations.Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control.Processes or delegates the preparation and processing of department purchase orders and invoices for the purchase of office equipment, services, and capital purchases. Researches information needed prior to purchasing and payment decisions.Responsible for petty cash distributionPurchases fuel for airport.Projects and Programs
Prepares annual Title VI compliance report for management approval.Provides assistance to management for various programs such as Title VI compliance, ADA Transition Plan, Six-Year Transportation Improvement Plan, and NPDES Phase II requirements.Point-of-contact and Account Manager for FEMA disaster management : gathers documents and data during and after emergencies, communicates with affected departments / divisions, and pursues FEMA funds after disaster declaration.Assists in developing RFQs, ads for bids, contract documents, and with managing small projects as needed.Assists the public works director, city attorney, and staff with the preparation of project documents, and other legal documents and associated transactions.Assists with major software conversion projects, from developing initial RFQ to selection of software and / or performing lead role in conversion or supporting role as needed.Prepares Washington State Department of Transportation (WSDOT), Aviation Division, annual airport information / capital improvement plan and provides airport information to a variety of inquirers; assists with WSDOT Grant preparation, submittal and management.Submits outside agency requests for reimbursement for projects, along with required documentation and reporting..Assists with grant and loan applications, agreements, and accompanying documents.Acts as department liaison for state and federal audits.Assists in the development of short and long-range plans; coordinates activities with other departments and agencies as needed.Administrative
Prepares draft resolutions, ordinances, contracts, administrative policies, and City Council executive summaries.Assists with various correspondence and follow-up to City Council and Public Works committees decisions.Prepares, maintains and oversees vendor contracts related to department services and supplies.Provides administrative assistance to public works director in meeting management; assembles background materials, prepares agendas, and records action items for various meetings as assigned.Reviews and edits monthly Public Works Committee meeting minutes and provides follow up on a variety of issues and requests.Acts as department contact for all requests for public information and legal interrogatories.Serves as designated departmental records manager. Coordinates with City Public Records Officer in response to Public Records requests.Updates relevant portions of City website.Administrator of Asset / Work Order Management Program. Investigates and follows-up on citizen requests for service, complaints, and requests for information. Administers labor records for incoming and outgoing staff, audit equipment inventory.Prepares a variety of studies, reports and related information for decision-making purposes; conducts research, analysis, and prepares recommendations regarding proposals for programs, services, budget, equipment, etc.Provides professional advice to Public Works Director. Assists the director with facilities management, such as preparing and monitoring city property records (inspections, drawings, legal documents and agreements, maintenance activities, etc.).Oversees documentation and logs for department records, filing system and retention, facilities' keys, and records for city vehicles, equipment and employee fuel cards.Assists in the development of notices, flyers, brochures, newsletters, media releases, news articles, and other informational materials about programs and services.Other Duties
Represents the City and / or the Public Works Department to outside agencies and the general public as needed.Communicates official plans, policies and procedures to the general public as requested; makes presentations to supervisor, boards, and commissions as assigned.Attends and participates in a variety of meetings pertaining to Public Works matters and issues as needed.Serves on various City employee or other committees as assigned.Performs other related duties as needed and assigned.Minimum Qualifications
Education and Experience
Bachelor's Degree in Public Administration, Political Science, Business Administration, or related field ANDFive (5) years of related experience including supervisory experience; OREquivalent combinations of education and experience that provide the incumbent with the necessary qualifications may be considered.Knowledge, Skills and Abilities
