Property Tax Training Specialist
Overview
The Property Tax Training Specialist is responsible for planning, developing, delivering, and evaluating statewide training programs that support the certification and education of ad valorem property appraisal staff across Arizona. This role ensures that appraisal professionals receive accurate, current, and effective instruction related to property tax laws, appraisal practices, and state compliance requirements.
Key Responsibilities
Training Program Development & Maintenance
- Design, update, and maintain training content, manuals, and instructional materials.
- Develop new training programs and curriculum enhancements as needed.
- Recommend and manage audiovisual tools and training technology to support instructional delivery.
- Collaborate with county agencies, universities, colleges, and subject-matter experts to identify training needs and create specialized programs.
Training Delivery
Facilitate training through online synchronous and asynchronous platforms as well as classroom / in-person sessions.Assess training outcomes using participant feedback, surveys, and pre / post-training evaluations.Ensure course objectives, learning goals, and certification standards are met.Compliance & Continuous Improvement
Stay current on relevant state and federal laws, regulations, policies, and best practices related to taxation and property appraisal.Prepare special reports and assist with monitoring litigation activities as requested.Participate in team meetings, project assignments, coaching sessions, and departmental initiatives.Apply Lean and Arizona Management System (AMS) principles to improve training processes and operational efficiency.Complete required internal training and contribute to department metrics and reporting.Additional Responsibilities
Educate local government staff and taxpayers on statutes, administrative codes, and department procedures.Represent the department at external meetings and stakeholder engagements.Perform other duties as assigned.Work Environment
Hybrid schedule : Approximately 85% onsite / 15% remote.Travel may be required within the state of Arizona.Required Education & Experience
Combination of education and experience demonstrating required knowledge and abilities; typically a Bachelor’s degree in a relevant field (education, business, public administration, etc.) or equivalent coursework / training.Minimum of 3 years of experience in areas such as :Training program developmentPublic speaking or instructional deliveryProject coordination or public relationsMarketing or educational program planningPreferred : Minimum of 2 years of experience in property appraisal or related field.Preferred Skills
Experience with adult learning methodologies or instructional design.Knowledge of property appraisal principles or ad valorem taxation.Strong communication, presentation, and stakeholder engagement skills.Ability to manage multiple projects and meet deadlines effectively.Proficiency with digital learning tools and virtual training platforms.
