Position Summary
The Residential Director provides leadership, clinical oversight, and administrative management for multiple Section 21 Home and Community-Based Waiver programs that support adults with intellectual disabilities and autism. This position ensures high-quality, person-centered services through supervision, compliance monitoring, staff development, and coordination with clinical and administrative teams. The Residential Director serves as a key member of the agency’s leadership team and ensures alignment with all applicable state and federal regulations, including MaineCare, DHHS / OCFS, and licensing standards.
Key Responsibilities
Program Oversight & Compliance
Oversee daily operations of multiple Section 21 waiver residential programs.
Ensure all programs meet state licensing, MaineCare, and HCBS (Home and Community-Based Services) compliance standards.
Provide clinical supervision to program managers and ensure individualized service plans (ISPs) are person-centered and clinically sound.
Conduct regular audits of program documentation, incident reports, medication records, and progress notes to ensure quality and accuracy.
Serve as the agency liaison with DHHS, case management agencies, and other oversight bodies.
Clinical Leadership
Provide clinical direction and support for residents with complex behavioral, emotional, or mental health needs.
Supervise and mentor clinical staff and managers to ensure consistent, therapeutic, and evidence-based support.
Participate in interdisciplinary team meetings and ensure integration of behavioral and clinical interventions into daily support plans.
Review and approve behavior plans, crisis management strategies, and risk mitigation procedures.
Staff Leadership & Training
Supervise Program Managers and other supervisory personnel within the residential division.
Oversee staff hiring, onboarding, and training processes, ensuring all employees meet DSP certification and agency standards.
Foster a culture of accountability, professionalism, and collaboration across all residential teams.
Support staff development through regular supervision, performance evaluations, and continuing education opportunities.
Quality Assurance & Reporting
Implement systems for continuous quality improvement across all residential programs.
Ensure timely submission of all required reports (critical incidents, GERS, ISP updates, etc.).
Analyze program outcomes and develop strategies to improve service delivery and client satisfaction.
Participate in agency-wide strategic planning and policy development.
Community & Family Relations
Build and maintain positive relationships with families, guardians, and community partners.
Promote community integration, inclusion, and advocacy for individuals served under the Section 21 waiver.
Qualifications
Required : Licensed Clinical Social Worker (LCSW) in the State of Maine.
Education : Master’s degree in Social Work, Psychology, Human Services, or a related field.
Experience :
Minimum of 5 years of progressive leadership experience in residential or community-based programs for adults with intellectual disabilities, autism, or behavioral health needs.
Demonstrated experience with Section 21 Home and Community-Based Waiver and MaineCare regulations .
Strong knowledge of HCBS Settings Rule , trauma-informed care , and person-centered planning .
Skills :
Proven ability to manage multiple programs and teams.
Strong clinical judgment, organizational skills, and attention to compliance.
Excellent communication, problem-solving, and leadership abilities.
Proficiency with documentation systems and electronic health records.
Other Requirements :
Valid Maine driver’s license and reliable transportation.
Background check clearance per DHHS and MaineCare standards.
Work Environment
Primarily office-based with regular travel to residential program sites.
Standard business hours with flexibility for emergencies or oversight visits as needed.
Collaborates closely with clinical, administrative, and residential management teams.
