Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning of the Valley Metro transit system. Work involves establishing a strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Develops and implements a strategic and comprehensive long-term transit plan for region of the Rio Grande Valley. Broad, extensive, and progressive experience leading organizations or large departments (preferably 50+ employees) and substantial dollar budget oversight and accountability. Plans, directs, and coordinates the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures. Provides current and potential comprehensive multi-modal transportation plan to meet the anticipated growth needs of the region. This includes partnerships to develop planning for bicycles, pedestrians, transportation, major thoroughfares, and public transit. Works closely with elected officials’ and other departments, community organizations, regional partners including Hidalgo, Cameron, Willacy, Starr, and Zapata Counties, TXDOT, and Federal Transit Administration to create, design and implement a comprehensive, long term transportation plan. Maximizes financial resources and seeks additional funding for community projects from local, state, and federal resources. Evaluates and advises on State and Federal legislative proposals related to transportation. Establishes, within policy, appropriate service, and staffing levels; and allocates resources accordingly. Reviews guidelines, procedures, rules, and regulations; and monitors compliance. Manages and administers the Drug and Alcohol Program for the department. Monitors and evaluates service delivery and assesses and monitors workload, administrative and support systems, and internal reporting relationships. Serves as official departmental representative to other local and regional stake holders, elected officials, and outside agencies; and negotiates and resolves sensitive, significant, and controversial issues. Selects, motivates, evaluates, disciplines and, when necessary, terminates department staff. Provides or coordinates training and works with employees to correct deficiencies. Highly skilled in communicating and coaching staff with experience in leadership training. Manages, develops, and administers the department budget. Coordinates departmental activities with other departments and outside agencies; prepares and presents staff reports and other necessary communications; reviews and signs all higher-level department communication, including ordinances and contracts. Communicates and or meets with State and Federal agency representatives to ensure compliance with regulations and codes related to assigned functional areas; and resolves situations characterized by non-compliance. Performs related duties and fulfills responsibilities as required.
EXPERIENCE AND EDUCATION
Bachelor's Degree from an accredited college or university in business administration or a related field. Ten (10) years of increasingly responsible professional transportation experience, to include five (5) years of administrative or supervisory responsibility. Desirable : Master's Degree from an accredited college or university; AICP certification
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state, and federal laws and regulations relevant to a business function, division, or department; and of the principles and practices of public administration and management. Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs. Knowledge of advanced principles and practices of grants, budget preparation and administration. Knowledge of principles of supervision, training, and performance evaluation. Knowledge of organization, function, and authority of various regional stakeholders. Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations. Knowledge of principles and practices regarding the maintenance of transportation fleet. Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for Valley Metro. Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions and implement recommendations. Ability to identify and respond to community and local stake holder issues, concerns, and needs. Ability to prepare and administer a complex departmental budget and allocate limited resources in a cost-effective manner. Ability to research, analyze, and evaluate new service delivery methods, procedures, and techniques. Ability to provide administrative and professional leadership and direction to subordinate staff. Ability to communicate clearly and effectively. Ability to prepare and present clear and concise administrative and financial reports. Ability to establish and maintain effective working relationships with City officials, County Officials and, other government officials, community groups, the public, and media representatives. Ability to perform all the essential functions with or without accommodations. The ability to communicate in English and Spanish is preferred.
