Our office in Reno, NV is seeking an EOR Field Coordinator.
The Certerra Southwest EOR Field Coordinator reports directly to the QC Project Manager and provides on-site
construction inspection and testing oversight per the project plans and specifications.
Summary : Provide assistance to the QC Division Manager in the areas of planning, organization, field
documentation, and completion of site civil construction projects by performing the following duties personally or
through subordinates.
Minimum Qualifications
▪ 5years construction inspection experience
▪ Occupational Safety and Health Administration.(OSHA), 10-Hour Certification.
▪ Maintain NAQTC Sampling and Density certifications
▪ Maintain Nuclear density gauge certification.
▪ Maintain ACI Concrete Field-Testing Grade 1 Certification.
▪ Maintain a current and valid Nevada driver's license that will allow insurance coverage through the company insurance
provider.
EOR Field Coordinator : Responsible for inspection, testing, verification, and acceptance of public improvements.
Public improvements are those that are or will be owned or maintained by the City of Reno (COR) or another public
agency.
Essential Duties and Responsibilities
▪ Report directly to Black Eagle Consulting’s (BEC’s) Division Manager / QC Project Manager and coordinate regularly
with BEC’s Engineer of Record
▪ Review and understand the COR Design Manual Chapter VI Quality Assurance Program (QAP)
▪ Review and understand “City Standards” defined as the City of Reno Public Works Design Manual, the City of Reno
Construction Standard Details, Standard Specifications for Public Works Construction (i.e. Orange Book, rev. 8)
▪ Coordinate with the City’s Quality Assurance Inspector (QAI) per the requirements of the QAP
▪ Schedule and administer pre-construction meetings with QAI, Project Engineer, Owner and Contractor prior to
work commencing on public improvements
▪ Administer and follow the EOR Inspection and testing requirements outlined in Section 3 – Section 6 of the QAP
▪ Notify QAI 24 Hours in advance of work being performed on milestone construction operation listed in QAP
document
▪ Immediately notify the QAI, in writing, of any proposed changes from the improvement drawings of record
▪ Provide the QAI, on a bi-weekly basis, copies of the daily inspection / testing reports for the previous 2 weeks
▪ Coordinate survey information on any new sewer mainline or sewer service lateral installed per QAP
▪ Upon completion of the constructed improvements, develop and provide the City with a letter of verification (i.e.,
EOR As-Built Package) regarding the adequacy of constructed improvements

Other Duties and Responsibilities
▪ Coordinate on a daily basis with Quality Control (QC) Division Manager.
▪ Understand project scopes of work.
▪ Attend internal pre-construction meetings with Geotechnical Engineer, Project Inspector, and Division
Manager.
▪ Assist withtheassignment ofproject personnel to specificphases or aspects oftheproject such asmass grading,
utility installation, Portland cement concrete flatwork, asphalt concrete paving, and private improvements.
▪ Distribute project information including plans, specifications, geotechnical information and lab results to field
personnel.
▪ Distribute project specific equipment to field testers / inspectors.
▪ Perform daily site visits to review construction progress, answer project specification questions, and to ensure
conformance with project design documents, local building codes, and company standards.
▪ Meet and coordinate with on-site construction superintendent and general foreman.
▪ Review and approve site inspector’s daily field reports (DFR’s) as assigned by the QC Division Manager.
▪ Review on going field work and coordinate potential out of scope services with the QC Division Manager.
▪ Trouble-shoot construction issues in coordination with the on-site Inspector and QC Division Manager
▪ Coordinate project specific geotechnical engineering issues with the QC Division Manager and Geo Engineer.
▪ Analyze training needs within the QC Department and implement, supervise and document employee field training.
▪ Coordinate regularly with QC Division Manager regarding equipment maintenance, care, and training
▪ Establish a good working relationship with agencies, clients, contractors, testers, inspectors, and office
personnel.
▪ Perform materials testing / inspection on an as-needed basis.
