Skills

In-depth knowledge of Safety Management System structures and the effective deployment of these systems across operational environments.

Comprehensive understanding of complex operational organizations where safety risks are inherent, with the ability to manage and mitigate those risks while maintaining production efficiency.

Strong analytical and diagnostic capabilities, with proven expertise in developing and leading the implementation of impactful, robust improvement plans.

Exceptional written, verbal, and presentation skills, with the ability to communicate complex concepts clearly and persuasively.

Demonstrated ability to influence and shape organizational culture through strategic, systemic, and sustainable approaches.

Skilled in representing Keolis with credibility and authority to regulatory bodies, clients, and senior stakeholders.

Knowledge and Experience

A minimum of 10 years of experience as a Manager of Training, with prior professional railroad training experience on an FRA-regulated railroad and / or transit systems.

Expertise in developing and implementing robust training programs across all rail departments.

Preferred experience in administering relevant regulations, including but not limited to FRA, FTA, OSHA, and NTSB accident and incident investigation procedures.

Extensive experience working within a Safety Management System, particularly in unionized environments and tightly regulated settings with inherent operational safety risks.

Proven experience at the executive level in organizations with operational activities involving significant safety and environmental risks.

Demonstrated success in influencing organizational culture and enhancing capabilities through systemic, strategic approaches.

Must be fully committed and available to respond to operational needs at all times.

Key Accountabilities : Safety Strategy and Reporting

Develop and coordinate the implementation of the organizational Training plan that enables the effective management of risks to produce "best in class" safety performance and full compliance with industry regulations.

Development, oversight and implementation of all safety and safety related training programs while keeping required compliance and standards as required by FRA, DOT, and OSHA.

Oversee, develop, and manage all safety and compliance programs within the organization.

Ensure robust policies, procedures and processes are in place and fully implemented to establish a culture where all employees have safety as a front of mind consideration.

Ensure appropriate data collection and analysis is in place to enable identification and prioritization of business initiatives to improve Safety performance

Compliance and Audits

Ensure compliance with obligations outlined in the Operating Agreement, with all Federal regulations (FRA, OSHA, etc.) and Keolis policies and procedures.

Identify and coordinate effective corrective actions for conditions and practices hazardous to life and property.

Ensure the maintenance and improvement to the "Haz Com" program and related documentation.

Ensure the delivery of internal audits and coordinate audits performed by external agencies.

Ensure the adherence to the Drug & Alcohol testing regime for the organization.

Monitor the completion of internal audits and inspections and track closure of identified corrective actions.

Oversees coordination of audits completed by external agencies.

Improvements

Provide strategic and tactical direction to the business on Safety & Training plan matters.

Lead studies to monitor / analyze issues and emerging trends that impact employee safety and workplace accidents across all company operations and then ensures effective solutions are developed and incorporated into policies and training programs.

Lead research activities to ensure that the company benefits from relevant advancements in the marketplace surrounding safety initiatives that would be pertinent to all the company's operations.

Lead cross organizational projects and multi-discipline, project teams.

Represent the company and serve as liaison to such agencies as the FRA, OSHA, and Department of Labor.
