Minimum Qualifications

Required Knowledge, Skills, and Abilities :

  • Strong leadership, planning, and supervisory skills.
  • Proficient understanding of Generally Accepted Accounting Principles (GAAP).
  • Familiarity with Governmental Accounting Standards and practices.
  • Knowledge of financial and investment principles and practices.
  • Knowledge of banking operations and procedures.
  • Working knowledge of relevant laws, codes, and ordinances related to taxation, licensing, refunds, proration, exonerations, and unclaimed property.
  • Excellent judgment and strong communication skills, both oral and written.
  • Proficiency in Microsoft Excel and solid general computer skills.

Minimum Education and Experience : Bachelor's degree in Accounting, Finance, Business Administration, or a related field; five years of experience at a progressively higher level in a Treasurer's office, Commissioner of Revenue, or other County Finance organization and three years of supervisory experience; or an equivalent combination of training and experience. CPA license is preferred for this position. Pre-employment drug testing, FBI criminal background check, and education / degree verification required.

Duties

Under general supervision, this position is responsible for overseeing the daily operations related to accounting, banking, and investment functions within the Treasurer's Office. The role involves leading a team of supervisors and staff, ensuring the delivery of high-quality services aligned with organizational objectives. This position provides strategic leadership, operational oversight, and continuous improvement to maintain excellence in service delivery.

  • Lead and manage a team of employees, providing guidance and direction to meet accounting, banking, and organizational goals.
  • Serve as a liaison with other County departments and external agencies to ensure effective communication and coordination.
  • Manage personnel functions including recruitment, performance evaluations, coaching, and corrective actions as needed.
  • Supervise multiple workstreams and ensure alignment with departmental priorities and deadlines.
  • Implement process improvements to enhance efficiency and responsiveness.
  • Manage the County's banking relationships and support the Treasurer's Office in financial operations.
  • Assist in the sale of County bonds.
  • Collaborate with internal and external auditors during audits and provide necessary documentation and support.
  • Coordinate with trustee or State Non-Arbitrage Program to manage County accounts and arbitrage calculations.
  • Develop, implement, and maintain internal controls related to cash balancing, refund processing, and reconciliations.
  • Management and oversight of the County's investment portfolio, to include monthly reconciliations.
  • Ensure compliance with the State Unclaimed Property Act and other applicable financial regulations.
  • Perform other work as required.
