Job description

Junior Project Manager

This position will operate in a hybrid work setting, with the requirement to come into the office and travel to project sites as needed.

The Department of Enterprise Services (DES) provides centralized business services to state government agencies; to other public entities such as cities, counties and tribes; and to Washington residents. DES' mission is to strengthen the business of government for a sustainable and just future. The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.

As a Junior Project Manager, you will support senior project managers and program leadership in delivering planning, design, and construction projects across the Capitol Campus and other DES-managed facilities. You will provide field representation and general oversight, coordinate and review architectural and engineering plans, and help manage schedules, budgets, and risk control measures. In this role, you'll collaborate with client agencies, regulators, contractors, and DES teams to ensure projects meet legal, technical, and operational requirements. You will also contribute to project documentation, facilitate communication with stakeholders, and support process improvement efforts by applying LEAN principles to enhance efficiency and customer service.

Some of What You'll Enjoy Doing Includes :

  • Conduct routine site visits, inspections, and oversight of active and assigned construction projects at state-owned or managed facilities.
  • Review and provide feedback on plans, schedules, estimates, and specifications to ensure compliance with regulations, standards, and project requirements.
  • Attend and participate in construction kick-off and progress meetings while monitoring contractor performance and project progress.
  • Evaluate contractor submittals, respond to requests for information, and assist with punch lists, warranty claims, and project closeout activities.
  • Support project and program managers, as well as the Claims and Disputes Manager, in evaluating costs and damages related to construction claims and contract disputes.
  • Develop, review, and monitor scopes of work, schedules, and cost estimates for assigned projects and technical assignments.
  • Lead and participate in project meetings throughout scoping, design, permitting, construction, and close-out phases.
  • Oversee all phases of project delivery, including planning, budgeting, procurement, construction, and successful completion.
  • Review, approve, and resolve issues related to invoices, change orders, contract amendments, punch lists, warranty claims, and project closeout activities.
  • Maintain project files and documentation on the shared drive in compliance with agency standards.

Required Qualifications :

5 years of professional experience that demonstrates competency in architecture, engineering, or construction management. A combination of qualifying education and / or experience totaling 5 years may fulfill this requirement. Qualifying education would be in architecture, engineering, construction management, or related field. Qualifying experience would be in architecture, engineering design, facility construction, construction management, or related field.

Ability to :

  • Build and maintain effective working relationships with internal teams, government officials, stakeholders, and the public.
  • Manage programs, projects, and teams by developing work plans, applying policies, and using project management tools.
  • Adapt to changing environments, think strategically and tactically, communicate effectively, and demonstrate professionalism, integrity, and accountability.
  • Working knowledge of :

  • Architectural and engineering design principles, construction methods, contract administration, cost estimating, and project delivery methods.
  • Program and project management practices, including managing multiple public works projects, stakeholder engagement, and customer relations.
  • Government structures, public works laws, building / energy codes, land use and environmental regulations, and related administrative requirements.
  • Preferred Qualifications :

  • Experience in comprehensive / master planning, capital improvement planning, budgeting, and financial management strategies.
  • Knowledge of federal / state building codes, environmental regulations, SEPA, LEED / Net-Zero practices, and historic preservation requirements.
  • Expertise in project documentation, QA / QC reviews, constructability checks, lifecycle cost analyses, and dispute resolution.
  • Proficiency with GIS, AutoCAD, CMMS, and database development / management tools.
  • Strong understanding of public procurement rules, contract compliance, and enforcement of safety and building code standards.
