Auto Special Services Supervisor

Harris County Tax Assessor-Collector's Office is seeking a dedicated, detail-oriented, and customer-focused Auto Special Services Supervisor to join our team. The Auto Special Services Supervisor assists the manager with maintaining, observing, evaluating, coaching, and coordinating deputy duties to ensure the department runs smoothly. This position assists with the coordination of all administrative and technical activities related to motor vehicle registration and titling services to ensure compliance with the State of Texas guidelines. This position is part of the management team, providing direct assistance to the manager by planning work schedules for deputy specialists and managing daily operations of the division.

The Harris County Tax Assessor-Collector's Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks, including :

  • Property Tax Collection : Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Motor Vehicle Services : Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.
  • Voter Registration : Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.
  • Additional Revenue Collection : Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the county's needs.

Duties and Responsibilities :

  • Assume managerial responsibilities during the manager's absence, ensuring seamless departmental operations.
  • Facilitate training programs for new hires and provide ongoing coaching, mentoring, and performance development for existing team members.
  • Communicate effectively with internal departments, external customers, dealerships, and subcontractors to resolve inquiries and maintain professional relationships.
  • Review and verify employee timesheets for accuracy and compliance with policies.
  • Receive, log, and distribute packages from commercial clients to customers; allocate commercial packages to designated smart lockers for customer retrieval.
  • Conduct weekly inventory control on all department inventory (e.g., plates, placards); remove voided, damaged, or reported-missing inventory from the system.
  • Review and verify the authenticity of documents presented for vehicle registration and titling, including titles, proof of identity, and proof of ownership.
  • Utilize state tools and guidelines to confirm document validity and detect fraudulent activity, including forged signatures or altered titles.
  • Ensure accuracy in title work and reconciliation of bank deposits.
  • Generate refund letters as required.
  • Perform daily opening and closing procedures, including bank deposit reconciliation.
  • Monitor and update daily dashboards; oversee production levels and track backlog for timely resolution.
  • Prepare and draft contract documents for dealerships and subcontractors; review completed contracts for accuracy and follow up to ensure required documentation is submitted timely.
  • Prepare lists of pending work requiring review that has been uploaded to the online portal by dealers and subcontractors.
  • Review and process mechanics' liens and exempt transactions in compliance with regulations.

    Requirements :

  • High school diploma or GED equivalent from an accredited U.S. institution
  • A minimum of (2) years of cash handling, data entry, and customer service experience and at least (1) year of supervisory / management experience.
  • Must have current Auto Division experience within the Tax Office
  • Knowledge, Skills & Abilities :

  • Clearly convey instructions, expectations, and feedback to team members.
  • Excellent reading comprehension and verbal and written communication skills
  • Must be able to function effectively in a team-oriented environment.
  • Must be able to work without constant supervision and function effectively in a team-oriented environment.
  • Must be able to multitask, work extended hours, and / or flex between early and late schedules as required by management.
  • Ability to learn and retain large amounts of information.
  • Must be able to adhere to office confidentiality requirements regarding customer & department information.
  • Must be able to travel and work at any Tax-Assessor office in Harris County.
  • Proficiency in PC and 10-key is required.
  • Ability to take direction and supervision.
  • Ability to maneuver, including lifting to 30 pounds to a height of 3 feet.
  • Possess strong communication skills, tact, and diplomacy.
  • Ability to accurately add, subtract, multiply, and divide.
  • Ability to read and detect errors on reports.
  • Ability to count and balance money with fees due, plus the ability to count change due back to the customer when exact fees are not presented as payment.

    Preferences :

  • Two (2) years of supervisory / management experience in customer service or a related field.
  • Bilingual in Spanish and English; strongly preferred.
  • Associate's degree.
  • General Information :

  • Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
  • Work assignments are diversified. Examples of past precedent are used to resolve work problems. New alternatives may be developed to resolve problems.
  • A frequent volume of work and deadlines impose strain on a routine basis.
  • Position Type and Typical Hours of Work :

  • Standard schedule 7 : 30 am - 4 : 30 pm : work hours may vary depending on workload and backlogs; subject to late evenings, early mornings and weekends.
  • Minor physical effort required, which may involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting up to 30 lbs at a height of (3) feet or similar activities (e.g., filing, delivering, sorting).
  • May require attendance at outside training seminars and / or conferences.
  • Regular application of basic skills (calculator, keyboard, hand tools, eye / hand coordination).
