Patriot Enterprises will provide professional services support to the Department of Navy (DoN), Naval Information Warfare Systems Command (NAVWAR) Project Overmatch (OM) Office. OM is a DoN program that is implementing the Combined Joint All-Domain Command and Control by connecting sensors across services and improving networking and data capabilities through the Naval Operational Architecture (NOA), enabling sustained maritime dominance.

The Manager, Program / Project III (MANP3) shall provide support to OM Leads and Associated Program Managers (APMs) in successfully accomplishing program cost, schedule and performance goals and objectives while in the sustainment of programs and projects, from initial system deployment through end of system operations. The MANP3 shall prepare programmatic documentation including briefing materials required to support the operations, modification, maintenance, and sustainment of fielded systems.

Duties and Responsibilities

• Prepare and assist with reviews, analyses, presentations, evaluations, reports, recommendations, program planning documentation, program guidance documentation and other program management tasks to support program cost, schedule, and performance. requirements, to include monitoring and reviewing prime contractor products or work efforts.
• Provide and coordinate integrated program management support services that result in successfully delivered system-of-system capabilities.
• Prepare, maintain, and deliver program and project management data such as work breakdown structures (WBS), program schedules and briefings, and management reviews and progress reports.
• Understand the current NAVWAR Global Work Breakdown Structure (GWBS) in order to support the development of Spend Plans and Performance Agreement Plans for performing activities.
• Provide inputs and integration for the establishment (baselines), management, and control of cost, technical (performance), and schedule.
• Review various studies and reports and analyze and summarize the feasibility of accomplishing stated objectives and the impact to on-going and planned programs.
• Participate in and provide programmatic impacts for acquisition, contracts, financial, planning, production, and working group meetings, in-process reviews, and other meetings.
• Coordinate meetings, conferences and work groups, and schedule rooms for pillar meetings by notifying participants, providing agendas, directions and arrange for appropriate equipment.
• Support the development of associated meeting documentation including agendas, minutes, action items, and briefing material.
• Prepare and develop graphics, briefings, web pages and multimedia presentations including creating illustrations, diagrams, and charts.
• Prepare and maintain OM program documentation.
• Support the government in the preparation, review, and maintenance of current execution spend plans for all active fiscal years.
• Submit all work products on-time and free of error.
• Support all program and project management efforts as directed.
