Job Description : A state agency in Montgomery, AL is seeking an experienced Senior Enterprise Architect to play a key leadership role in a multi-year Medicaid Enterprise Systems (MES) modernization initiative. This is a high-impact opportunity to shape the agency's cloud-based future as it transitions its MES ecosystem and critical systems to the Microsoft Azure Government Cloud.
The Senior Enterprise Architect will provide strategic and technical guidance across architecture design, cloud modernization, and modular system integration. The ideal candidate is a seasoned technology leader with deep experience in enterprise architecture, cloud solutions, and multi-vendor program delivery-someone who can align complex technology initiatives with business and regulatory goals in a mission-driven environment.
Key Responsibilities
- Enterprise Architecture Leadership : Lead all technical aspects of the Medicaid Enterprise Systems (MES) modernization initiative. Oversee the design, development, and implementation of the Medicaid Enterprise Architecture (MEA) framework and its related artifacts.
- Strategic Collaboration : Partner with cross-functional teams including operations, infrastructure, data governance, privacy, and security to ensure alignment with CMS standards, MITA 3.0, and Streamlined Modular Certification (SMC) requirements.
- Governance & Standards : Chair the Enterprise Architecture Board (EAB) and Technical Review Board (TRB) to establish governance policies, review technical deliverables, and ensure consistent adoption of architectural best practices.
- Architecture Evaluation : Review and validate contractor MEA artifacts, system designs, and change requests to identify gaps, risks, and compliance issues. Provide recommendations and final approvals for technical deliverables.
- Cloud & Technology Strategy : Support migration of systems to the Microsoft Azure Government Cloud, ensuring scalability, security, and adherence to federal and agency technical standards.
- Technical Oversight : Collaborate with vendors and the PMO to maintain the MES Technical Reference Architecture (TRA) and guide the development of EA policies, standards, and lifecycle management processes.
- Innovation & Continuous Improvement : Track industry trends, emerging technologies, and architectural innovations to enhance MEA and TRA design, performance, and efficiency.
- Stakeholder Communication : Prepare reports, dashboards, and executive presentations to communicate progress, challenges, and technical recommendations to senior leadership and external stakeholders.
- Procurement & Planning Support : Participate in RFP / RFB development, proposal reviews, and vendor selection processes for MES modules and technical support tools.
- Performance Management : Support the creation of Service Level Agreements (SLAs) and performance standards to ensure high-quality system delivery and support.
Required Qualifications
8-10 years of experience in IT architecture with expertise in one or more areas : cloud architecture, CRM architecture, database architecture, enterprise architecture, or solutions architecture.3-5 years of experience designing and implementing enterprise architecture frameworks, including Business, Technical, and Information Architectures.Proven success leading large, multi-vendor technology projects in complex enterprise environments.Experience advising executive stakeholders and translating technical concepts into clear, actionable insights.Proficiency in Microsoft technologies, including Azure, Office 365, SharePoint, Excel, PowerPoint, and Word.Exceptional written and verbal communication skills with the ability to engage technical and non-technical audiences alike.Preferred Qualifications
Experience supporting Medicaid or healthcare payer modernization initiatives.Familiarity with Medicaid Information Technology Architecture (MITA) 3.0, including the Seven Conditions and Standards.Understanding of Medicaid Transformation Initiative and CMS certification processes.Experience with technical diagramming, process modeling, and tools such as Orbus iServer.Strong analytical and critical thinking abilities with a track record of identifying and solving complex architecture challenges.Demonstrated ability to lead virtual and hybrid teams in fast-paced, deadline-driven environments.Ability to operate independently and manage priorities with minimal supervision.Education
Bachelor's degree in Computer Science, Information Systems, or a related fieldOR
