Job Description Summary / TWC Summary :

The Center for Housing and Community Development Policy Research at Texas Southern University (TSU) invites applications for a Postdoctoral Associate position. We seek a scholar with expertise in urban planning, public policy, or a related field to support research on Community Development Block Grant – Disaster Recovery (CDBG-DR) funding mechanisms. The postdoctoral associate will engage in mixed-methods research to examine the relationship between local capacity and the outcomes of CDBG-DR programs. The role includes analyzing the differential impacts of funding across communities in Texas, Florida, and the U.S. Virgin Islands, with the goal of understanding how local capacity influences disaster recovery and community resilience.

This is a Grant Funded position.

Essential Duties Summary :

  • Conduct research on CDBG-DR funding impacts across diverse communities, focusing on local capacity and its influence on recovery outcomes.
  • Develop methods for defining and measuring capacity and apply these methods to selected localities.
  • Analyze administrative, demographic, and social data from various sources, including the CDBG-DR program and the U.S. Census, to assess program outcomes at the local level.
  • Collaborate with local governments, community organizations, and other stakeholders to collect qualitative data, including interviews and archival research, to complement quantitative analysis.
  • Prepare research reports, academic papers, and policy briefs, and present findings to academic and non-academic audiences.
  • Assist in developing a replicable research framework for evaluating the relationship between local capacity and disaster recovery outcomes, with an eye toward nationwide application.

Hiring Range :

$55,038.89 - $70,174.59

Education :

Ph.D. in Urban Planning, Public Policy, Geography, or a related field, awarded within the last five years.

Knowledge, Skills, and Abilities :

Knowledge of :

  • Strong understanding of urban planning, public policy, disaster recovery, or community development frameworks.
  • Familiarity with federal programs, particularly Community Development Block Grant – Disaster Recovery (CDBG-DR). Awareness of social equity principles and their application in housing and community development research.
  • Skill in :

  • Proficiency in qualitative and quantitative research methodologies, including statistical analysis, data visualization, and GIS or spatial analysis.
  • Strong technical skills in data collection and management, including working with large datasets such as the U.S. Census and administrative records.
  • Advanced writing and communication skills for preparing academic publications, policy briefs, and research reports.
  • Effective collaboration and interpersonal skills for working with diverse stakeholders, including local governments, community organizations, and academic peers.
  • Ability to :

  • Ability to synthesize complex data into actionable insights for both academic and non-academic audiences.
  • Capacity to work independently, manage multiple tasks, and meet deadlines in a fast-paced research environment.
  • Demonstrated ability to conduct community-engaged research and navigate culturally sensitive issues.
  • Flexibility to adapt research methods and frameworks to evolving project needs and community contexts.
  • Work Experience :

  • Strong background in housing, community development, or disaster recovery research.
  • Experience with both qualitative and quantitative research methods, including statistical analysis and fieldwork.
  • Strong writing, communication, and presentation skills.
  • Preferred :

  • Experience with CDBG-DR funding mechanisms, disaster recovery programs, or community capacity-building.
  • Knowledge of GIS, spatial analysis, or advanced statistical methods.
  • Prior work with diverse communities or in equity-focused research.
  • Working / Environmental Conditions :
