Dam Emergency Management Coordinator

The Department of Natural Resources and Conservation (DNRC) seeks a dedicated and technically proficient Emergency Management Coordinator to strengthen the agency's preparedness, response, recovery, and mitigation programs related to dam and flood emergency management. This position plays a vital role in developing, coordinating, and evaluating emergency plans, supporting both field and administrative operations, and partnering with agencies, local governments, and the public. The coordinator contributes to statewide resiliency and safety by fostering collaboration, implementing modern emergency protocols, and advancing best practices in disaster risk reduction.

Essential Functions (Major Duties and Responsibilities) :

  • Lead or support the preparation, implementation, and continuous improvement of emergency action plans (EAPs), hazard mitigation plans, and disaster response strategies for dam safety and flood preparedness.
  • Coordinate multi-agency emergency management activities, ensuring alignment with federal, state, and local requirements and guidelines.
  • Deliver and facilitate training, exercises, and public outreach to increase emergency preparedness for staff, partners, and impacted communities.
  • Serve as a subject matter resource for incident command, emergency communication, and response standard operating procedures.
  • Conduct site inspections, assess risk, and participate in preparedness evaluations, after-action reviews, and technical studies related to dam safety and emergency response.
  • Support data collection, analysis, and reporting on emergency incidents, preparedness activities, and regulatory compliance.
  • Foster cross-functional collaboration with internal teams, water users, local officials, federal partners (such as FEMA and USACE), and emergency services.
  • Respond to emergency incidents, participating in field operations and the coordination of response logistics during dam-related emergencies and disasters.
  • Maintain awareness of emerging risks, technologies, and best practices in emergency management and dam safety.
  • Perform other duties as assigned, including participation in incident response, preparedness drills, or special projects supporting public safety and resource protection.

    • Minimum Qualifications :

    Alternative combinations of the education and experience listed below will be considered on a case-by-case basis.

  • Bachelor's degree in emergency management, civil / environmental engineering, public safety, hydrology, natural resources, or a closely related field; a combination of significant relevant work experience and education can substitute for a degree.
  • 2 years of experience in emergency management, disaster planning, dam safety, flood protection, or related technical / operational discipline; a higher level of experience is desirable and may substitute for some education.

    • Knowledge, Skills and Abilities :

  • Knowledge of emergency management phases (preparedness, mitigation, response, recovery), incident command, dam operations, and regulatory standards for dam safety and flood management.
  • Proficiency in risk analysis, hazard identification, plan development, training delivery, public communication, and technical documentation.
  • Ability to coordinate and facilitate meetings, training sessions, and emergency exercises across diverse stakeholders.
  • Skill in analyzing data, preparing technical and operational reports, and using standard office and GIS software.
  • Strong written and verbal communication skills for engaging with local governments, emergency responders, contractors, and the public.
  • Adaptability under pressure; capacity to manage multiple priorities, respond to changing scenarios, and support team efforts in high-stress situations.
  • Ability to interpret and apply complex regulations, technical standards, and public safety rules; negotiate and resolve conflicts where needed.

    • Physical and Mental Requirements :

  • Duties require frequent travel and work in office, field, and emergency environments, including incident scenes that may be in remote or hazardous locations.
  • Must be able to walk several miles across uneven terrain, occasionally carry equipment or supplies weighing up to 50 pounds, and conduct site visits in adverse weather conditions.
  • Ability to work irregular hours, including evenings, weekends, and extended shifts during emergency operations or training exercises.
  • Requires sustained attention to detail, clarity in stressful environments, independent problem-solving under pressure, and emotional resilience in emergency or disaster contexts.
