Job description

Benefits Manager-Hybrid

Shift : Monday-Friday, daylight hours. This position is hybrid and will be a mix of working from home and working in the office, which will either be at Butler Hospital or Westmoreland Hospital, depending upon candidates location. Days and hours are subject to change.

Job Summary / Overall Objectives : Supervises the overall administration of all benefit programs for Independence Health System including medical, prescription, dental, vision, defined pension plans, 403b, 401k, short term and long-term disability, life insurance, flexible spending, business travel insurance, paid time off, FMLA, COBRA, tuition reimbursement and various voluntary benefits for all eligible employees. Responsible for all program compliance, including provisions of the Affordable Care Act, audits and required discrimination reporting for the benefits function. Handles all aspects of annual benefits open enrollment, billing and third-party vendor administration and file feed transmissions.

Essential Job Responsibilities :

  • The position is responsible for leading the department and accountable for system wide benefits functions as part of the HR Shared Services Team.
  • Manages all Health & Welfare benefits for Independence Health System including daily benefits administration, legal compliance, contracts, SPDs, third party vendors, premiums and billing.
  • Directs the operation of the System Retirement Benefits including both DC and DB plans and legacy plans. Oversight of record keeping, daily administration, compliance, audit, and reporting requirements.
  • Oversees the annual open enrollment process along with new hire, transfer, status change and ACA enrollment throughout the year.
  • Oversee the FMLA, ADA and Leave of Absence policies in compliance with all applicable laws for Independence Health System. This includes administration or eligibility, compliance, coordination with time off benefits and STD / LTD benefit plans.
  • Oversight of the ancillary benefit plans, voluntary coverage, tuition assistance plans, Cobra administration the benefit arrears processing.
  • This position has direct supervisory responsibilities such as hiring, coaching / mentoring, skills development, recognition and rewards, staff productivity, performance management and succession planning.
  • Equitably and consistently apply and practice policies and procedures for all staff.
  • Develop and manage department budget at or below budget expectations and consistent with adjusted volume variations.
  • Identify and implement revenue enhancement opportunities.
  • Other duties as assigned.

Competency and Experience [Knowledge, Skills and Abilities] :

Required Qualifications / Experience :

  • Bachelor's Degree or higher in Human Resources, Business Administration, or related field and five (5) years of benefits administration / management experience.
  • Two (2) to Four (4) years supervisory / management experience in Human Resources or Healthcare / Administration area.
  • Strong leadership ability, good organizational skills, independent and critical thinking skills, sound judgment, and knowledge of legal aspects and liability of functional area.
  • Strong ability to communicate complex and / or controversial topics and concepts to a wide and diverse audience.
  • Preferred Qualifications / Experience :

  • Master's degree in human resource related field preferred.
  • Experience in Healthcare setting.
  • License, Certification & Clearances :

  • CEBS Certification, PHR, SPHR or SHRM Certifications preferred.
  • Act 34-PA Criminal Record Check from the PA State Police system.
  • Work Environment :

  • 8 hours per day, (40 hrs per week) occasionally extra hours outside normal business day.

  • Position Type / Expected Hours of Work :

  • Incumbent will be scheduled based on operational need (rotate shifts, standby, on-call, etc.). Hybrid remote work available.
  • Travel may be expected locally between System locations.
  • Physical Demands / Requirements :

  • Sitting, walking, talking, twisting, turning, reaching, seeing near with Acuity, hearing, keyboard and fine finger manipulation are essential and frequent or constant.
