Special Projects Manager
Under administrative direction, the Special Projects Manager is responsible for managing and coordinating complex administrative projects or activities that require a high degree of specialized knowledge. Conducts research, provides data, makes recommendations, and implements solutions to achieve project goals and objectives. Exercises direct supervision of assigned staff.
Key responsibilities include managing and coordinating projects and activities between various divisions, County departments, public agencies, and / or private sector representatives; seeking and evaluating information from a variety of sources; providing specialized reports as requested by management; overseeing coordination between divisions / departments; preparing and delivering presentations; coordinating and preparing reports and correspondence in response to requests for information from management; suggesting and implementing management solutions to address new or ongoing problems within the department or division; assisting in preparing and monitoring the annual departmental budget; serving as departmental / divisional representative at conferences and meetings; supervising, training, and evaluating staff; and performing related duties and fulfilling responsibilities as required.

Education : Bachelor's Degree from an accredited college or university. A Master's Degree is highly desirable.
Experience : Three (3) years of increasingly responsible experience in planning, business, finance, or a related field. Two (2) years of supervisory experience.
Knowledge, Skills, and Abilities (KSAs) : Knowledge of administrative and management practices; knowledge of research techniques, methods, and procedures; knowledge of presentation requirements and methods; knowledge of accounting methods, practices, and procedures; knowledge of public administration practices and local government issues; skill in utilizing a personal computer and associated software programs; ability to operate a computer and other basic office equipment; ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; ability to prepare clear and concise administrative and financial reports; ability to interpret and apply federal, state, and local policies, procedures, laws, and regulations; ability to implement policies and procedures; ability to communicate clearly and effectively; ability to establish and maintain effective working relationships with employees, management, and the public; ability to perform all the physical requirements of the position, with or without accommodation.
Licensure : Valid Texas Driver's License upon hire, a good driving record.

Position Type, and Typical Hours of Work : Full-Time | Regular | 40 hours per week. Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary : Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure : Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event). This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending / descending stairs.
