Job Summary :

This position serves as a water and wastewater operator supporting ADOTs 60 regulated and unregulated drinking water and 250 wastewater systems. Performs inspections testing maintenance repair and rehabilitation tasks on water and wastewater systems as directed by the Operator in Direct Responsible Charge (ORDC) and in compliance with federal state and local requirements affecting water quality and quantity. May participate in meetings with internal and external stakeholders municipalities and regulators in responding to inquiries and complaints from the public. May participate in water and wastewater contract reviews and contractor selection processes. Verifies performance of contractors conducting drinking water and wastewater system inspection testing maintenance repair and rehabilitation. Generates budgetary cost estimates reviews proposals and makes recommendations to the ORDC on budgets the issuance of purchase orders and payment of invoices. Provides status information to support water and wastewater system performance and operational status.

Job Duties :

Maintain repair and rehabilitate regulated and unregulated agency water and wastewater systems in a compliant safe and efficient manner. Ensures all systems are kept fully operational and maintenance and repair operations are completed on a timely basis. Coordinate activities with occupants and stakeholders.

Oversee contractors performing water and wastewater inspection testing maintenance repair and rehabilitation efforts. Coordinate and schedule activities review proposals and validate invoices monitor and report on performance and as needed supervise contracted work on site.

Knowledge Skills & Abilities (KSAs) :

Knowledge :

  • Water well operations and water distribution systems.
  • Wastewater treatment operations for septic leach field evaporation ponds and evapotranspiration beds systems.
  • Water and wastewater maintenance repair rehabilitation procedures and practices.
  • Federal State County and local Water and wastewater statutes standards policies and procedures.
  • Interpret contracts.

Skill :

  • Water and wastewater maintenance repair rehabilitation practices.
  • Troubleshoot water and wastewater systems.
  • Interpret complex drawing blue prints.
  • Analyze reports and lab results.
  • Computer software hardware and modems as they pertain to Supervisory Control and Data Acquisition (SCADA) systems used to manage remote monitoring of water production and treatment.
  • Administrative computer software including but not limited to Microsoft Office Google and CMMS (TRIRIGA).
  • Ability :

  • To work alone and in various size teams.
  • Operate water wells and distribution systems.
  • Operate septic leach field evaporation ponds and evapotranspiration bed systems.
  • Interpret sanitary engineering drawings and reports.
  • Research and provide statutes standards policies and procedures guidance to employees technicians contractors and vendors
  • Ability to organize plan and coordinate daily activities as required.
  • Selective Preference(s) :

    Current member of at least one of the following organizations : American Water Works Association (AWWA) American Public Works Association (APWA) Arizona Hydrological Society (AHS) Arizona Water & Pollution Control Association (AWPCA) National Ground Water Association (NGWA).

    Five years of water and wastewater experience.

    Experience working with various local state and federal regulatory agencies.

    PreEmployment Requirements :

    This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R210207.11).

    Minimum Grade 2 certified water treatment and water distribution operator within 12 months of placement.

    Minimum Grade 1 wastewater treatment operator within 12 months of placement.

    All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
