Overview

Senior Business Systems Analyst - ERP. This position supports the SAP Payroll module, BSI application and all interfaces (inbound / outbound) for employees' payroll-related information at VTA. Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems. This is the advanced journey-level in the Business Systems Analyst series with project lead responsibilities, including assigning work, delegating tasks, and reviewing the work of others. The classification focuses on solutions related to applications used in VTA's functional areas with emphasis on process and flow design, custom functionality, and system maintenance.

Responsibilities

• Lead and participate in managing projects, developing and enhancing system applications for an assigned division.
• Establish and maintain positive relationships with VTA Management, VTA Business Process Owners, and system Super Users to develop and enhance information systems solutions.
• Train customers, staff, and others as needed in formal, group, or one-on-one settings.
• Administer multiple modules of the SAP ERP system, the Electronic Documents Management System (EDMS), or construction applications (e.g., Contract Management, P6, Projectwise, Citicube) and other VTA applications or Reporting Services.
• Review and evaluate work products, methods, and procedures; identify and resolve problems.
• Define customer business needs, manage expectations, and identify cost-benefit analyses for automating functions to meet business goals.
• Develop scope of work for new or upgraded solutions on projects and coordinate with CAMM during RFP and contracting phases.
• Consult with customers to present proposals to senior management and assist in developing capital packages.
• Solicit departmental technology needs and requirements, resolve application problems, and facilitate with department representatives.
• Serve as a single point of contact for the user community in the assigned division and ensure delivery of technology services.
• Maintain technical and functional competency in the applications used by the department.
• Review, analyze, and approve program designs, user interfaces, reporting systems, and data conversion methods.
• Decompose design projects into component analytical tasks; develop detailed workflow, system, training, and process requirements.
• Prepare final system designs and user documentation; oversee installation and updates of application packages and related tools.
• Define and manage project scope, deliverables, schedules, cost estimates, and task lists.
• Perform development, review, and selection tasks for RFPs / RFQs; communicate project status and resolve issues and changes.
• Manage and track projects from initiation to successful completion; establish and maintain relationships across the organization.
• Manage projects with internal staff, contractors, and vendors as needed; communicate with software vendors.
• Monitor project expenditures and recommend adjustments as necessary.
• Perform related duties as required.

Minimum Qualifications

Required training, education, and experience demonstrating the knowledge, skills, and abilities for technical and project management roles. Typically, a four-year degree in information systems, computer science, or related field and four (4) years of responsible experience developing, designing, and / or maintaining major components of a comprehensive information system, with evaluation, analysis, and input to ERP modules or other application systems. Additional experience may substitute for college on a year-for-year basis. Substantial SAP experience and / or Electronic Documents Management System and / or operations / Construction CMP solutions are expected. A VTA employee designated as a Business Process Owner or Super User with four (4) years of experience, plus lead experience in system upgrades and technical coursework in SAP or VTA systems, meets minimum qualifications. Transit / Transportation experience is desirable.

Experience with BSI Application and interface with SAP, SAP HR integration (especially Benefits / Retirement), and SAP Payroll integration with SAP Finance modules is relevant. Experience with Federal / State reporting requirements and Public Sector applications is desirable.
