Job Title : Quality Assurance / Quality Control Specialist
Helps the Water Quality Division achieve its mission of protecting the environment for current and future generations by ensuring that the division is making defensible scientific decisions based on high-quality, credible data. Performs quality assurance and quality control reviews and analyses of water quality monitoring data, reports, and plans. Provides technical expertise to other staff and external parties with regard to quality assurance and quality control matters. Manages functions associated with a Quality Assurance / Quality Control Program to ensure the Water Quality Division's compliance with state and / or federal requirements. Assists with agency-level strategic planning documents for quality assurance / quality control activities. While residing in Cheyenne is preferred, the successful candidate may reside and work in either Cheyenne or Casper.
Reviews, using standard Quality Assurance / Quality Control (QAQC) procedures, chemical, physical, and biological water quality monitoring data.
Makes independent judgment on QAQC reviews and provides a summary of conclusions and recommendations in written format.
Conducts field audits and provides written reports summarizing audit findings.
Provides QAQC training to staff and external parties.
Provides technical expertise to other staff and external parties with regard to QAQC matters.
Provides QAQC for data entered into the division's databases.
Reviews and approves Sampling and Analysis Plans.
Assists with revisions to existing Water Quality Division (WQD) QAQC-related documents (e.g. Quality Assurance Project Plans, Standard Operating Procedures, Sampling and Analysis Plans) and develops additional QAQC guidance documents as needed.
Assists with revisions to the agency's Quality Management Plan and reporting under that plan.
Works with WQD Laboratory to review sample analysis procedures in accordance with National Environmental Laboratory Accreditation Program certification procedures.
Assists with updates to the Laboratory Information Management System.
Reviews the development of WQD Laboratory analytical methods and field data collection methods.
Provides technical support to all sections within the Water Quality Division as needed.
Answers questions from the public and makes presentations to various interest groups.
Qualifications
Preferences : Bachelor's Degree required PLUS at least one to two years of professional work experience with QAQC responsibilities or 4-6 years of progressive experience. Preference will be given to education and experience in the fields of science (e.g., lab, environmental, geology, engineering, environmental, physical, or natural).
Knowledge : Knowledge of QAQC procedures, water quality chemistry, water quality lab sample analysis methods, field instrument calibration and analysis methods, chemical, physical, and biological water quality monitoring methods, National Environmental Laboratory Accreditation Program standards, the Wyoming Environmental Quality Act and the WQD's rules, regulations, policies and procedures. Ability to be resourceful, solve complex problems, and meet deadlines. Ability to travel and work in the field, sometimes under adverse weather conditions. Ability to manage multiple projects and coordinate with other personnel. Strong communication skills, both written and oral, with proficiency in explaining complex technical and / or regulatory issues and concerns to varied audiences. Ability to document work and maintain records. Skill in interpersonal relationships, including sharing information with colleagues, federal / state agency personnel, industry representatives, and the public. Skill with standard word processing and database programs and the ability to quickly learn and use other database and modeling software. Ability to organize information from multiple sources in a way that is readily accessible for distribution. Ability to work both independently and as part of a team.
Minimum Qualifications :
Education : Bachelor's Degree (typically in The Sciences)
Experience : 1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst OR Education & Experience Substitution : 4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst

Necessary Special Requirements
Physical Working Conditions :
Participation in meetings, training, and field audits will require some scheduled travel. Duties will include field work requiring the ability to travel and work in the field, sometimes under adverse weather conditions and requiring hiking into remote sites at times.
