The Office of Budget & Finance coordinates and directs Hennepin County's overall financial planning, analysis and treasury activities. The Investment and Debt Manager invests county monies, establishes banking arrangements, finances capital projects and manages debt structured to maintain a strong credit rating.

You must be a probationary or permanent employee of the Hennepin County Office of Budget and Finance to apply.

The primary duties and responsibilities of this position include :

• Develop and implement strategies to maximize investment returns.
• Develop and execute investment policy, contracts, procedures, practices and law.
• Plan, direct and coordinate activities necessary to finance capital projects and equipment acquisitions; ensure that the credit conditions of the county remain sound.
• Develop and maintain relationships with underwriter, investors and credit rating agencies necessary to the efficient marketing of debt.
• Direct activities of bond counsel and financial consultants.
• Manage the banking and security custody relationships of the county.
• Identify and make recommendations that improve the balance sheet and revenue / expense statement of the county.
• Complete financial analysis on a wide variety of projects and activities.
• Supervise professional staff.

The Ideal Candidate will have :

A bachelor's degree in finance, business administration, economics or closely related field with coursework emphasis on money, banking and financial markets; and five years of professional experience in fixed income securities investments and financial analysis

The successful candidate will also be able to demonstrate the managerial competencies.
