Position Summary / Objective :

This position supports the In-Service Attack Submarines Program Office (PMS 392) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SSN), and Team Submarine (TSUB) providing engineering, logistics, and project management support to SSN 688I, 21 and 774 Class Submarines from a Configuration Management (CM) perspective.

  • Administrative Duties : Support program meetings, document meeting minutes and action items for Contracting Officer, maintain and manage Representative (COR) files, track, manage, and close out action items from meetings and those assigned by PMS392C
  • Track and Maintain contract files : Track orders and modifications, Contract Data Requirements List (CDRLs) and contractor deliverables, meeting minutes, briefs, and other relevant documentation
  • Support Contractor Performance Assessment Reporting System (CPARS) : Draft assessments using stakeholder input and Objective Quality Evidence (OQE), Coordinate reviews, approvals, and adjudication of inputs.
  • Financial Management : Track and file invoices. Review contractor invoices and validate supporting documentation for accuracy
  • Contract Oversight : Create procurement requests. Assist with monitoring contract deliverables in accordance with terms and conditions
  • Perform acquisition strategy and plan development, procurement package development, and quality assurance and support for contracting processes, ensuring acquisition program requirements identified in DoD Directive 5000.01 are met.

Required education and experience :

  • A current or active DoD Secret security clearance.
  • Bachelor’s degree preferred, or 7 years of Contract Management experience supporting DoD or similar industry programs.
  • Knowledge of the Navy's Modernization documentation, DoD Directive 5000.01
  • Familiarity with and / or experience with Navy Modernization availability process
  • Ability to work independently and with a team and often under short, multiple deadlines.
  • Competencies :

  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • High comfort level working with and around all military / organizational levels, clients, customers, suppliers, and visitors.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.
  • Demonstrate ability to be a team player; works well with others; contributes positively to work / team environment while continually seeking ways to enhance contribution to the team.

    Work authorization / security clearance requirements :

    Active Secret clearance is required.

    Position Type / Expected Hours of Work :

    The typical workday is eight hours in length, normal hours are 7 : 30 AM-3 : 30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9 : 00 a.m. to 3 : 00 p.m. and must account for the hours in a pay period to maintain full-time status.

    Telework :

    Situational Telework is allowed for this position. However, that may change based on customer requirements.

    Travel :

    Up to 10% CONUS travel may be required.
