Mental Health Rehab Services Dir - Ses - 60006405

This is a highly responsible and professional position serving as the Mental Health Rehab Services Director SES within Program Services. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. Specific duties and responsibilities include :

  • This position requires lifting, pulling, and squatting. Duties of this position require the incumbent to be knowledgeable of and utilize the principles of Total Quality Management.
  • Responsible for the development, implementation, and evaluation of all Central Rehabilitative Services treatment, psychiatric rehabilitation, and enrichment programs provided to residents throughout Florida State Civil Hospital. Programs include Engagement / Enrichment, Readiness Development, Choosing / Achieving / VPD / Supported Employment, and Treatment (including Substance Abuse Treatment, Illness Management and Recovery, as well as competency restoration education for Forensic Step-Down residents). Ensure fidelity to treatment / recovery models and other evidence-based curricula offered, including IMR and the Role Recovery (Boston Center for Psychiatric Rehabilitation) model of Psychiatric Rehabilitation. Responsibilities include administrative and programmatic oversight of the rehabilitation provided through Rehab Services. The primary focus is one of teaching, skill development, and support. The position reports to the Assistant Institutional Superintendent for Civil Services.
  • Provides direct administrative supervision of all rehabilitation staff within Civil Rehab Services which is in conformity with Hospital and Department policies and procedures. Manages the hiring, dismissal, and administrative supervision of all Rehab employees by an established system of administrative delegation. Oversees all budgets for areas of supervision, per established Financial Services process.
  • Provides administrative supervision and clinical oversight to forensic services-based rehabilitation therapists who are assigned to the Substance Abuse / Treatment area and Music Therapy services only. Works cooperatively with MHRSD-F / C-SES in Forensic Services to ensure a seamless service delivery system in these service areas.
  • Ensures that all staff under the Civil MHRSD's supervision are able to acquire and maintain the knowledge and skills necessary for competence in the appropriate components of the evidence-based treatment and recovery models utilized at FSH through the development of training modules, coordination of training, and the delivery of supervisory protocols. Serves on or leads Florida State Hospital and MH Treatment Facilities committees and workgroups to ensure hospital-wide consistency with evidence-based practices and other FSH / MHTF initiatives. Conducts tours, provides an Overview of the FSH Rehabilitative Services programs and other needed information.
  • Oversees development of Civil Rehab Services Strategic Plan. Will develop strategic objectives, activities, measures, and data collection tools for all of the Civil Rehab Services Program areas to support the overall FSH goals. Develops graphs / reports and presents necessary information for FSH and MHTF managers. Provides support and serves on workgroups to develop hospital-wide performance measures for all FSH Rehabilitative Services staff and presents findings as required.
  • Emphasizes the need for staff consistency with the overall hospital vision and core recovery values. This includes an emphasis on resident choice in the areas of housing, work, socialization, and leisure and on the skill development necessary to translate those choices from goals into reality. Evaluates / monitors program effectiveness and resident progress through research, data collection, analysis, and development of action plans.
  • Assists staff in setting priorities, maximizing efficiency and productivity, and enhancing opportunities for personal and professional growth.
  • Locates and develops additional resources (methods, materials, community agencies, etc.) for both residents and staff, and facilitates their incorporation and implementation in the program.
  • Performs other related duties as required.

Knowledge, skills, and abilities required for the position :

  • Knowledge of methods of compiling, organizing, and analyzing data.
  • Knowledge of the principles and practices of supervision and management.
  • Ability to review rehabilitation program and related activities for conformance with policies and standards.
  • Ability to utilize problem-solving techniques.
  • Ability to interpret and implement applicable rules, regulations, policies, and procedures.

  • Ability to develop various reports.
  • Ability to manage a rehabilitation treatment delivery system.
  • Ability to assess budgetary needs.

  • Ability to plan, organize, and direct rehabilitation treatment program activities.

  • Ability to establish and maintain effective working relationships with others.
  • Minimum qualifications :

  • Four years of professional experience supervising or serving in a leadership role.
  • One year of experience writing formal business communications, including emails.
  • A bachelors degree from an accredited college or university is preferred and four years of professional experience in Behavioral Sciences, Social Sciences, Rehabilitation Sciences, Psychology, Counseling, Music Therapy, Art Therapy, Music Education, Physical Education with course work Adaptive Physical Education, Vocational Education, Education, Dance Therapy, Occupational Therapy, Leisure studies with course work in Therapeutic Recreation, Horticulture Therapy, Criminology or Criminal Justice.
  • A masters degree from an accredited college or university can substitute for one year of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
  • Preference will be given to applicants who have :

  • Experience in working with Rehabilitation Services, Psychiatric Rehabilitation and Enrichment Programs.
  • Experience working in the field of Mental Health or Vocational Rehabilitation.
