SUBCONTRACTS MANAGER B 2451

Job Title

General Function : Negotiate, administer, and manage complex subcontracts and high value procurements within price, schedule, and performance standards.

• Assists management in identifying, evaluating, and selecting potential suppliers / partners for critical high dollar material and services.
• Obtains material estimates and evaluates cost proposals.
• Works closely with Program Office Management to define and implement procurement strategies.
• Performs subcontract management and performance monitoring.
• Administers and manages subcontract from the pre-proposal phase through to production and closeout phase.
• Coordinates with subcontracts and internal program management / engineering personnel and supports the Subcontracts Administrators as needed.
• Monitors costs, schedule and technical status of projects and recommends / implements corrective actions as required.
• Prepares subcontract documents and amendments in accordance with appropriate company and company requirements.
• Identifies and supports continuous improvement initiatives.

Required Knowledge, Skills & Abilities : Extensive experience in preparing and negotiating bid packages. Working knowledge of INCOTERMS and US Govt FAR and DFAR Regs. Experience implementing and administering CPSR systems. Strong communication skills.

Desirable Experience & Training : College degree or equivalent college level course study in Business Administration or Technical Consistency and any equivalent combination of experience and training which results in the required knowledge, skills and abilities. Minimum of 8 years' experience working with Government subcontracts. Proficient in Microsoft Office Suite.
