Assistant Superintendent
The individual in this appointed position serves at the pleasure of the State Superintendent of Public Instruction and is ratified by the Utah State Board of Education (USBE). This is a professional level job reporting to the Deputy Superintendent of Student Achievement. The Assistant Superintendent directs various sections and areas of responsibility of the USBE, as assigned. The incumbent is responsible in the areas assigned for ensuring the legislation, records, finances, and programs represent best practice and are in compliance with state and federal law. This job is unique to the Utah State Board of Education. ROLES AND RESPONSIBILITIES Hires, supervises, management the performance of and leads subordinate personnel. Leads the team, sets goals, and brings vision to their work and the work of those they supervise. Ensures the compliant internal implementation of laws, rules, and policies. Works to ensure the compliant implementation of laws and rules by local education agencies (LEAs) and community-based organizations (CBOs). Works cooperatively with the State Superintendent and Deputies to ensure the reaching of goals in the USBE Strategic Plan. Assesses needs then develops, implements, and evaluates plans to build the capacity of LEA and CBO staff. Proactively works to evaluate the efficiency and effectiveness of and then improve all USBE programs and activities. Reviews budget and ensures proper accounting procedures in division. Builds relationships in order to advance the strategic plan of the USBE. Implements programmatic internal controls. Applies the recommendations of audits to improve processes and services. Accurately and appropriately allocates budgets in order to meet goals of the USBE. Facilitates meetings, workgroups, and advisory committees, etc. Performs other assignments as issued by the Superintendent. MINIMUM REQUIREMENTS Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. Considering the relative costs and benefits of potential actions to choose the most appropriate one. Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes. Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system. Managing one's own time and the time of others. Motivating, developing, and directing people as they work, identifying the best people for the job. OTHER NECESSARY REQUIREMENTS Graduate degree in education, administration, or related field of study. Current Education Administrative / Supervisory License or outstanding professional qualification as determined by the USBE and as allowed by law. At least five years of experience supervising staff and programs in an educational setting.
