Job description

The Public Works Contracting Branch is responsible for the development, procurement, negotiation, and administration of Collaborative Delivery contracts for the entire Department of Water Resources (DWR). Very few jobs allow you to gain real experience and knowledge working on some of DWR's most complex and largest public works projects or have a real role supporting the work across the entire Department. This can include construction projects to repair and improve canals, pipelines, and dams, or secure technical expertise for engineering design, complex numerical modeling, or environmental compliance and regulatory support. The work environment is fast-paced and rewarding. Under the general direction of the Supervising Engineer, Water Resources, the incumbent will work in a collaborative environment to perform technical functions related to procuring, awarding, and administering Construction Manager / General Contractor (CMGC) contracts awarded pursuant to PCC 10112 et seq., Fixed Price Design-Build Contracts (FPDB) and Progressive Design-Build (PDB) pursuant to PCC 10200 et seq. and 10215 et seq., respectively; and for the management of the Collaborative Delivery contracts.

    Special Requirements

    Must possess a valid California driver's license when conducting State business that requires driving a vehicle. The incumbent may be requested to travel and perform duties at a job-site location. Travel via air and vehicle, which may involve driving a pick-up truck off road, usually on rugged terrain to and from job sites.

    Applicants must be able to travel on short notices including overnight lodging on some assignments and be willing to work irregular and extended hours during outages or emergencies.

    Range D incumbents in this classification must possess a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

    We are seeking a candidate with experience and knowledge of the technical work being conducted in DWR's various Programs, Offices, and Divisions; experience in Public Works and contract development and administration, which includes experience in developing robust Scopes of Work that describe the work to be done, task orders, description of deliverables, budget, and schedule; experience in working with Contractors, determining and reviewing appropriate Contractor Selection Criteria; and experience in evaluating Statements for Qualifications submitted by perspective Contractors.

    The ideal candidate will have experience and be familiar with a variety of engineering disciplines (Civil, Structural, Mech, Electrical, Environmental); have the ability to effectively communicate both verbally and in a written format in a team environment; have excellent interpersonal skills; be productive, hard-working, and be effective both autonomously and as a collaborative member of a team to meet difficult goals; have a proven track record of working with, and meeting tight time frames; be a champion for continuous improvement and be able to represent herself / himself / themself as a representative of DWR to clients and interested parties; have excellent writing and documenting skills; be detail and quality oriented; possess collaborative solution-oriented problem-solving skills; and be able to manage multiple tasks and projects at once. Experience with managing or working with construction contractors is a plus. Our ideal candidate will also have an expert-level knowledge in Microsoft Office Suite (Excel, Word, Outlook, Project).
