We are seeking a detail-oriented and analytical Contracts / Grants Reviewer 1-4 to join our team. In this role, you will be responsible for reviewing, analyzing, and processing contracts and grant applications to ensure compliance with organizational policies, funding guidelines, and applicable regulations. The ideal candidate is highly organized, detail-oriented, and confident in reviewing complex documents. They bring strong analytical skills, clear communication, and the ability to interpret policies and regulations with accuracy. They thrive in a collaborative environment, enjoy problem-solving, and are motivated by ensuring fairness and compliance in the grant and contract process.

Three years of experience in contracts or grants management, procurement, financial management, or accounting; OR Six years of full-time work experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION : Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Job duties :
Prepares, develops, and monitors contracts from initiation to full execution and close-out, ensuring contacts are error-free and completed in its entirety.Prepares, develops, and monitors all contract amendments.Reviews and manages all invoice submittals to check for compliance with terms of the agreement and mathematical accuracy to ensure costs claimed are correct and terms are being met, recommend approval to pay invoice to manager, process request for payment to accounting department, verify payment was made, maintain ledger such that scope of work and invoiced do not exceed terms of the agreement, monitor insurance expirations and notify professional firm of required renewals. Notify project manager of any invoicing or scope of work not in compliance with agreement terms. Notify project manager of upcoming contract expirations and balance remaining. Notify project manager if Risk manager notifies of expiring insurance certificate.Provides technical assistance to project managers in preparation of professional service contracts.Interprets federal and state laws, rules and regulations as it relates to contracts and / or grants.Participates in negotiation of contract agreements.Acts as a liaison between prospective bidders and Engineering staff to ensure the proper and timely submission of bid packets.Assists in the review of price proposals, financial reports, and other data to determine responsiveness of bids.Composes correspondence and memoranda regarding department policies and procedures.Creates and completes legal tax certificate 1020 (11_04) Tax Exemption for all contractors and consultants.Creates requisitions for extra work for subject projects and / or new work for the Construction Department for all ongoing or new projects.Attends preconstruction meetings to inform contractors of special needs for taxes, payments, and security issues as well as document close out information.Stays abreast of the project status of certain state funded projects to ensure payments correspond with state and federal rules and regulations.Prepares and manages grant reimbursement submittals for projects receiving funding from the state of Louisiana.Oversees staff and provide guidance in the preparation and development of construction and consultant contract and / or grant agreements, applications, budgets, amendments, and sub-grant agreements in accordance with federal and state regulations and restrictions and within departmental policies and procedures.Trains, assigns work, approves leave and applies disciplinary procedures and evaluates performance of subordinates.Prepares budgets, reports, and other records required by federal and state laws in accordance with terms of their agreements.Provides external auditors with funding reports to help track all funds provided by state and federal sources.Creates requisitions and check requests for Engineering staff review for department supplies, procurement, workshops, and meetings, and other department requiring funds for its departments and / or its members.Prepares contracts for material and services received, checks for compliance with terms of agreement and mathematical accuracy to ensure costs requested are correct and terms are met.Notifies Sustainable Development department staff of any invoicing or scope of work or other terms of the agreement that need to be amended.Prepares Board agenda item as needed.Utilizes Salesforce to notify appropriate personnel of expiring contracts.Generates forms for task order approval and distributes forms to consultants, along with a notice to proceed.Assist records department with managing contract records by scanning contracts, invoices, change orders, etc., and filing documents in the appropriate directories.Position-specific details :
