Summary of Duties
The Human Resources Manager II in the Disability Claims Management Division is responsible for planning, directing and supervising subordinates in the claims management of the Judiciary-wide system for workers' compensation and temporary disability claims management; preparing responses to audit requests; overseeing studies, evaluations and recommendations for improvement to policies and procedures in the processing of workers' compensation and temporary disability insurance claims; reviewing and evaluating changes to the workers' compensation and temporary disability insurance laws and related rules; recommending and implementing necessary changes to the program as a result of law changes; and performing other related duties as required.
Minimum Qualification Requirements
EDUCATION : Graduation with a bachelor's degree from an accredited college or university OR progressively responsible experience in administrative, professional, investigative, technical or other responsible work which has provided a general background in the field of management, education, training or human resources administration may be substituted for the Bachelor's degree on a year-for-year basis. Experience of a routine clerical nature is not qualifying.
WORKERS' COMPENSATION EXPERIENCE : Applicants must possess three and one-half (3-1 / 2) years of progressively responsible professional work experience in the management of workers' compensation claims from investigation to settlement. The experience must have demonstrated substantive knowledge, and the interpretation and application of workers' compensation laws, regulations and procedures, administrative rules and collective bargaining agreement provisions affecting workers' compensation pay and benefits.
STAFF SPECIALIST OR SUPERVISORY EXPERIENCE : Applicants must possess two (2) years of work experience in one or a combination of the following :
DESIRED QUALIFICATIONS : Progressively responsible professional work experience managing Temporary Disability Insurance (TDI) benefits which demonstrated substantive knowledge and application of Hawaii Revised Statutes, Chapter 392, and relevant administrative rules regarding TDI.
ADMINISTRATIVE APTITUDE : Administrative aptitude is strong affirmative evidence of the necessary administrative aptitudes and abilities, such as success in regular or special assignments or projects which involve administrative matters (e.g., planning, organizing, promoting and directing a program providing staff advice and assistance); managerial interest demonstrated by the performance of work assignments in a manner which clearly indicates awareness of managerial problems and the ability to resolve them; completion of educational or training courses in management accompanied by the application of principles learned to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; success in trial assignments involving managerial and / or administrative tasks.
