Job description

The Position

East Bay Municipal Utility District's (EBMUD's) Design Division, part of the Engineering and Construction Department, is seeking Associate Civil / Electrical / Mechanical Engineers who are motivated, energetic, team players, strong project managers, and experienced with working on civil infrastructure and water or wastewater treatment projects. Reporting to a Senior Engineer, Associate Engineer is the registered professional engineer level position on the EBMUD engineering career ladder.

The selected individuals for the immediate openings will primarily manage various engineering design projects such as raw water facilities and water treatment projects. The ideal candidates are prepared to handle a mix of the following tasks :

  • Manage multi-disciplinary design teams to develop water infrastructure improvement projects.
  • Overall management of multi-million-dollar capital projects for treatment plant upgrades and raw water facilities.
  • System planning of raw water and treatment facilities on both a plant-by-plant and system wide basis.
  • Analyze existing and future water quality and water treatment regulations to determine treatment needs and priorities.
  • Evaluate water treatment processes (i.e., filtration, flocculation, sedimentation, and disinfection) at bench, pilot, and full-scale including development of study plans, collection of chemical and process data and analysis of data.
  • Develop process design criteria for treatment plant upgrades, i.e., unit process selection, required chemical dosages, required chemical storage quantities, process unit shapes and sizes, baffling and mixing needs, velocity and detention time ranges, sequencing of unit processes, etc.
  • Scope and develop capital projects, based on knowledge of limitations and capacities of available treatment technologies, in order to satisfy site constraints, water quality needs, budget and operational constraints.
  • Assist and guide project engineers in developing plans and specifications for contract documents.
  • Manage consultants retained by EBMUD in the preparation of plans and specifications.
  • Conduct reviews of plans and specifications to ensure conformity.
  • Develop and track budgets, schedules, and the scopes of work for capital projects.
  • Lead project status meetings and coordinate with EBMUD workgroups.
  • Review and check engineering drawings, estimates and reports for completeness, accuracy, and soundness of applied engineering principles and EBMUD standards.
  • Prepare a variety of documents and materials, including technical reports, correspondence, and memos.

These positions are eligible for a hybrid onsite and up to a 2-day telecommuting arrangement based upon terms agreed upon between the employee and supervisor.

THE IDEAL CANDIDATES

The most competitive candidates for the positions will demonstrate proficiency in project planning and management; treatment plant process fundamentals, construction, and maintenance support; oral and written communication skills; experience with designing contract bid documents for water or wastewater facilities; and engineering analyses.

The salary range is (step 1) per month increasing to (step 2, step 3, step 4 and step 5) after 6, 18, 30, and 42 months, respectively.

The salary range for Associate Civil or Mechanical Engineer is $12,842 per month increasing to $13,484, $14,158, $14,866, and $15,609 after 6, 18, 30, and 42 months, respectively.

The salary range for Associate Electrical Engineer is $13,161 per month increasing to $13,819, $14,510, $15,236, and $15,998 after 6, 18, 30, and 42 months, respectively.

Requirements

Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to :

1. A bachelor's degree in an ABET-accredited civil, electrical, mechanical, or environmental engineering curriculum OR a California EIT certificate;

2. Four years of professional civil, electrical, and / or mechanical engineering experience (subsequent to obtaining the degree), which is equivalent to two years of experience at EBMUD's Assistant Engineer level; AND

3. California registration as a Professional Civil, Electrical, or Mechanical Engineer.

Other requirements include possession of a valid California driver's license and a satisfactory driving record, as well as the physical characteristics to perform the critical and important duties of the job. Must be willing to work overtime as needed.

The Selection Process

1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4 : 30 p.m., Friday, October 24, 2025. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for November 2025.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancies, as well as any future LT (limited term), TC (temporary construction), or other positions occurring over the next 12 to 24 months. We anticipate additional openings to occur in the near future.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
