Description

NATURE OF WORK

Under supervision of the Chief Plumbing Inspector, performs technical work associated with the reviewing of plumbing plans to assure compliance with the Florida Building Code, City of Sunrise Ordinances, and other applicable codes.

As required, an incumbent in this classification performs plumbing field inspections as needed and a variety of other duties associated with enforcement of the Florida Building Code (FBC).

Examples of Duties

ESSENTIAL JOB FUNCTIONS

  • Performs tasks outlined below under the direction of the Chief Plumbing Inspector and / or Building Official, within the defined political boundaries of the City of Sunrise or other areas only as permitted by inter-local agreement.
  • Performs plan reviews of buildings and structures in accordance with the FBC and the Broward County Amendments to the Florida Building Code and other Codes, standards and regulatory requirements.
  • Performs field inspections of all plumbing discipline related components, including work and materials, used or installed in new construction, additions, alterations, or repairs as outlined in the FBC and the Broward County Amendments to the Florida Building Code.
  • May issue a stop work order under the direction of the Chief Plumbing Inspector and / or Building Official whenever work is being done in violation of the provisions of the Code or is being performed in a manner that would create a hazard to life or property.
  • Investigates complaints of work performed without the required permits and document any violations found.
  • Assists in the preparation for prosecution of code violators and represents the City at Special Magistrate hearings.
  • Provides superior customer service and correspondences with property owners, contractors, architects, engineers, and developers who request information regarding the Codes in effect, plan review comments, and / or inspections that have been or will be performed.
  • Answers technical questions concerning the Florida Building Code for field plumbing inspectors, depending on area of expertise.
  • Performs related work as required.

Requirements

EDUCATION

Graduation from an accredited high school or possession of a GED equivalency diploma.

LICENSES and EXPERIENCE

  • To be eligible for appointment as a Plumbing Plans Examiner, such person must hold the required licenses and / or certifications needed to also be certified by Broward County Board of Rules and Appeals (BORA) as a Plumbing Plans Examiner.
  • Such person shall be certified by Appeals BORA and shall meet at least one of the following qualifications :
  • Such person shall be an Engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida.
  • Be a Standard Plumbing Inspector serving for a minimum of one (1) year for an AHJ or school board within the State of Florida AND who complies with the requirements to be certified by BORA as a Plumbing Inspector.
  • Possess a current active license issued by the State of Florida, Building Code and Administrators and Inspectors Board (BCAIB) as a Standard Plumbing Plans Examiner and Standard Plumbing Inspector.

Engineers are exempt from BCAIB certification only.)

  • Possess a current Certificate of Competency or a Professional License in the discipline requested as a Master Plumber or Plumbing Contractor or Engineer issued by one of the following entities :
  • Florida Construction Industry Licensing Board.
  • Broward County Central Examining Board of Plumbers.
  • Miami-Dade County Construction Trades Qualifying Board.
  • Florida Board of Professional Engineers.
  • Possess or be eligible to obtain a current certification as a Plumbing Plans Examiner and Plumbing Inspector issued by BORA.
  • Florida Residents : Must possess a valid Florida driver's license with an acceptable driving record.
  • Non-Florida Residents : Must possess a valid driver’s license with an acceptable driving record AND obtain a valid Florida driver’s license prior to hire.

NOTE :

Required certifications and licenses must be kept current to continue employment in this position.

REQUIRED CERTIFICATIONS / LICENSES : (Trainees Only)

  • To be eligible for appointment as a Plumbing Plans Examiner (Trainee), such person shall be certified by the BCAIB as a Standard Plumbing Inspector and such person must hold the required licenses and / or certifications and experience needed to also be certified by BORA as a Plumbing Inspector.
  • Serve as a Plumbing Inspector for a minimum of one (1) year for an AHJ or school board within the State of Florida AND who complies with the requirements to be certified by BORA as a Plumbing Inspector.
  • Be a Florida Licensed Professional Engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida.
  • Possess a current Certificate of Competency or a Professional License in the discipline requested as a Master Plumber or Plumbing Contractor or Engineer issued by one of the following entities : Florida Construction Industry Licensing Board.

Broward County Central Examining Board of Plumbers.Miami-Dade County Construction Trades Qualifying Board.Florida Board of Professional Engineers.

  • Must obtain a 120-Day Temporary Provisional certification as a Plumbing Plans Examiner from BORA within ninety (90) days from date of employment.
  • Must obtain a Provisional Plumbing Plans Examiner certificate of licensure from the State of Florida (BCAIB) within one hundred and twenty (120) days of employment / promotion.

Engineers are exempt from BCAIB certification only.)

  • Must obtain a Provisional certification as a Plumbing Plans Examiner from BORA within one hundred and twenty (120) days from date of employment.
  • Must obtain a Standard Plumbing Plans Examiner license from the State of Florida (BCAIB) within eighteen (18) months from the date of employment.
  • Must obtain a Standard Plumbing Plans Examiner certification from BORA within eighteen (18) months from the date of employment.

NOTE :

The City will reimburse application fees for the required licenses and certifications upon successful acquisition of all required certification / license

PHYSICAL REQUIREMENTS

Work Environment

  • Work is performed in various environments including the office when providing plan review, as well as in the field when conducting indoor and outdoor inspections, at various locations within the City.
  • Shifts and work hours may vary and may include evenings, weekends and holidays.
  • Some duties may require exposure to adverse conditions including but not limited to : varying temperature; inclement weather and / or other adverse environmental conditions.
  • May be required to perform work at locations with exposure over, in and around water, which may not be accessible to the physically handicapped.

Physical

Must have sufficient strength and agility to permit some lifting, kneeling, bending, reaching and climbing steps or ladders.

Sitting or standing for prolonged periods of time required

Ability to occasionally require to sit, climb or balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and / or pull, twist and make repetitive hand movements.

Ability to load, carry, lift, push and / or pull objects weighing up to 50 pounds. Must have the ability to operate a City issued motor vehicle, raising objects from lower to higher positions or moving horizontally from position-to-position.

Sensory

The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing.

Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames.

It also requires interaction with employees from all City Departments / Divisions and the public.

  • Thorough knowledge of required plumbing inspections, procedures and practices.
  • Thorough knowledge of the Florida Building Code and all other applicable codes, standards, and regulations.
  • Thorough Knowledge of general construction methods and procedures of governing work that falls under the plumbing discipline.
  • Ability to read, interpret, and evaluate architectural and plumbing details of construction plans, and product approvals for compliance with all applicable Building Code, City Code, and other applicable requirements.
  • Ability to rapidly and thoroughly examine plans under workload deadline conditions.
  • Ability to read and interpret construction diagrams, plans, and blueprints and to recognize deviations from such plans in the construction and installation processes.
  • Ability to manage multiple, high-priority assignments.
  • Ability to enforce code regulations professionally, firmly, tactfully, and impartially.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to prepare clear and concise written reports.
