Budget Analyst (TS / SCI)
Hui Huliau is a nonprofit Native Hawaiian Organization (NHO) and community service organization whose business activities principally benefit Native Hawaiians. As an NHO we operate under U. S. Small Business Administration (SBA) regulations and own small businesses that participate in the SBA 8(a) Business Development Program for minority owned companies. Our small businesses provide a variety of contracted services to the U. S. Military, U. S. Civilian agencies, and commercial customers at locations worldwide. Profits from Hui Huliau's for-profit subsidiaries help sustain important education, social, economic, and cultural preservation programs that serve Native Hawaiians in the Waianae community. The Waianae Coast on the western side of the island of Oahu has the highest per capita percentage of Native Hawaiians in the world and the highest poverty and unemployment rate in the State of Hawaii. Required Qualifications
Bachelors Degree Minimum of 24 credit hours in accounting and finance, or at least two years of directly related experience. 4+ years of experience Active TS / SCI clearance prior to hire and throughout employment. Technical Skills : Working knowledge of budget and accounting systems, including : Enterprise Accounting and Management Systems Financial Management Suites Dormant Account Review tools Travel and invoicing systems Other relevant systems Effective command of Adobe and Microsoft Office applications. Professional Skills : Ability to work independently. Effective interpersonal skills. Ability to liaise with a wide range of stakeholders. Basic understanding of acquisition and cross-service agreement programs. Compliance with all training requirements to gain systems access.
Preferred Qualifications
Experience supporting budgeting environments in complex organizations. Advanced proficiency in financial management and accounting systems. Demonstrated ability to provide budgetary guidance in multi-agency environments. Experience conducting economic analyses and impact studies. Familiarity with federal budget formulation and execution processes.
Physical Requirement : Willingness and ability to travel via locally provided aircraft, vehicles, and boats to remote locations. Ability to work in challenging environments, including high-threat areas and adverse weather conditions. Ability to work in secure, fast-paced operational environments. Must meet physical and medical standards for access to military facilities. Able to travel as required within PACAF / USINDOPACOM AOR.
The client is specifically NOT looking for a manager type. They want a professional who can be self-sufficient in a SCIF with minimal direction. Need to be great with DEAMS and other defense budget / accounting systems AND have a TS / SCI.
