PEOPLE OPERATIONS BUSINESS PARTNER (COMPLIANCE) Department :

  • People Operations Reports To : People Lead POSITION SUMMARY We're seeking an experienced and compliance-focused People Operations Business Partner to join our People team.
  • You'll act as a strategic partner to designated business units within our high-growth Fiber to the Home (FTTH) organization.
  • Alongside our other People Team members, this role will ensure our people practices are scalable, compliant, and legally sound across the organization, which will include an active role in developing new processes.
  • This role emphasizes expertise in employment law, internal investigations, and meticulous oversight of core operations, including payroll.
  • You will support a diverse workforce that includes both remote / office-based employees and our expanding field teams, making an impact on both strategic talent initiatives and foundational compliance.
  • This is a remote position with a preference for candidates in the Denver Metro Area.
  • RESPONSIBILITIES Strategic Business Partner Serve as a trusted Business Partner to assigned departments, advising senior leaders, middle- and first-line managers on organizational effectiveness, change management, performance management, and compliance.
  • Drive the successful execution of the organization’s performance management program by supporting managers through continuous feedback and review cycles.
  • Coach and guide managers through complex employee relations issues, performance improvement plans, disciplinary actions, and terminations, ensuring fairness and legal adherence.
  • Partner closely with the People Operations Generalist to ensure seamless support for the organization across recruiting and day-to-day People needs.
  • Legal Compliance, Policy & Investigations Lead all internal investigations into alleged policy violations, harassment, discrimination, or legal misconduct.
  • This includes conducting timely interviews, gathering evidence, meticulously documenting findings, and recommending corrective actions to ensure due process and compliance with all laws.
  • Function as the company’s subject matter expert on federal and multi-state employment law (e.g., FMLA, ADA, FLSA, EEO) and continually assess and update internal practices to mitigate legal risk.
  • With People Operations leadership and team, draft, review, and implement all People policies and employee handbooks, ensuring they are clear, legally compliant, and appropriately adapted for both our field and office workforces.
  • People Operations Oversight & Management Directly manage the People Operations Assistant, ensuring high-quality execution of core People functions and providing coaching and development.
  • Provide direct oversight to ensure meticulous accuracy in payroll processing and multi-state tax compliance, reviewing and validating all outputs managed by the Assistant.
  • Develop, refine, and clearly document scalable People Operations processes (e.g., onboarding, HRIS management, leave administration) to support our high-volume, rapid-growth business model.
  • Ensure all mandatory federal and state regulatory reporting is completed accurately and on time.
  • REQUIRED QUALIFICATIONS Bachelor’s degree in Human Resources, Business, or a related field. 5+ years of progressive HR / People Operations experience.
  • Demonstrable expertise with a focus in multi-state employment law, internal investigations, and HR policy development.
  • Prior experience executing or directly overseeing multi-state payroll and tax compliance functions is required.
  • Proven ability to work in a lean, fast-paced team environment and manage competing priorities effectively.
  • Exceptional attention to detail, strong analytical skills, and the ability to handle sensitive and confidential information with the utmost discretion.
  • PREFERRED QUALIFICATIONS Experience supporting a combination of salaried / office and hourly / field employees is highly preferred.
  • HR certification (e.g., SHRM-CP / SCP, PHR / SPHR) is a strong asset.
  • JOB DETAILS AND PHYSICAL REQUIREMENTS This position requires occasional travel up to 10% of the time.
  • This position requires the ability to sit and work at a desk for extended periods of time, using a computer and other office equipment.
  • This position requires the ability to perform fine motor tasks, such as typing or using a mouse, for extended period of time.
  • The schedule for this position is Monday through Friday during normal business hours, with week night and weekend availability as needed to fulfill the core duties of the role.
  • This position is Remote.
  • This is an Exempt position.
  • This is a management position.
  • Must be authorized to work in the United States without employer sponsorship.
  • Must be able to pass a standard background check.
  • COMPENSATION AND BENEFITS Base pay is paid at an annual salary rate.
  • The range for this position is $90,000 to $100,000 depending on experience.
