CHARTER OAK COMMUNITIES CHIEF OF STAFF

POSITION DESCRIPTION

Position Summary :

The Chief of Staff (CoS) performs a key role in the organizational leadership of Charter Oak Communities (COC), a diversified community development entity serving the city of Stamford. The position supports the Chief Executive Officer (CEO) in a senior executive capacity, leading targeted aspects of COC’s Operations, Corporate Services, Real Estate Development, Asset Management and Social Enterprise functions.

The organizational framework and performance goals of COC are established according to a semi-permanent set of Core Objectives that enable it to operate on multiple platforms simultaneously, deploying appropriate resources and consistently achieving excellent results in the service of its mission. This model suggests that COC is a somewhat complex organization that attempts to produce results across a wide range of programmatic activity. A distinct role of the Chief of Staff is managing a set of strategic objectives that do not involve direct operational oversight but are intended to enhance value and benefit across the enterprise, thus supporting the performance of multiple operating units. These objectives will be prioritized and undertaken under the supervision of the CEO and may include, but not be limited to, the following examples :

Duties and Responsibilities :

Resident Relations

  • In conjunction with the Operations Leadership Team, ensure that resident initiatives and available resources are targeted to respond to documented needs and implement strategic goals

Operational Effectiveness

  • In conjunction with the Information Technology Department, support the preparation and implementation of available opportunities to deploy artificial intelligence across all platforms and functions as applications are available
  • Partnership

  • Develop / maintain active lobbying presence in Hartford and Washington DC to advocate for and advance COC interests in appropriations, funding opportunities and policy development along with statutory and regulatory matters
  • Professional Development & Succession Planning
  • Assist Human Resources in identifying and preparing comprehensive succession initiatives for potential key leader departures in the next 2 – 5 years, development and implementation of comprehensive succession planning initiative across all departments
  • Rippowam Corporation

  • In conjunction with senior leadership, originate and manage complex financial and real estate transactions including supporting acquisition of external financing.

  • Participate in Vita Health and Wellness Partnership to the extent it supports above and other strategic initiatives; utilize Vita to build relationships and extend opportunities with multiple partner entities
  • Board of Commissioners

  • Assess level of Board comprehension / engagement in all programs, and partner with Board to identify / implement training and development opportunities
  • Enterprise

  • Plan / implement effort to expand Property Management division to include market rate and mixed-use management services; address issues associated with affiliate entity formation and non-union labor force
  • Other

  • May be required to perform other related duties as required and / or assigned

  • Demonstrates entrepreneurial, enterprising, and reasonable risk-taker skills and abilities
  • Political acumen and policy experience with skills in influencing program-level advocacy
  • Minimum Education and Experience Requirements :

  • Bachelor’s degree is mandatory and master’s degree in Finance, Business Administration, Real Estate, Public Administration, Urban Planning or related field is strongly preferred
  • Demonstrated excellence in a strategic leadership role, at an organizational level, for a minimum of fifteen years with a minimum $10M budget authority
  • Proven expertise with nonprofit operations, preferably in areas involving HUD and Housing Choice Voucher program funding
  • Exceptional financial acumen
  • Additional Requirements :

  • Successfully pass a pre-employment physical, drug test, credit and background check
  • Provide very strong references for senior leaders that you reported to, and direct subordinates
  • Series of leadership style and capabilities assessments
  • Presentation about a related topic
  • Base Compensation DOE :

  • $200,000 - $225,000 / ann.
