Overview

Deputy Chief Information Officer / Chief Information Security Officer — Information Technology, Central Connecticut State University. The Deputy Chief Information Officer fulfills the Deputy CIO function, supporting the Chief Information Officer with leadership and management of IT operations and strategy.

CCSU is a public university with a history of 175 years of academic excellence. The Information Technology department serves over 10,000 customers, including students, faculty, and staff, and is organized into five functional areas : infrastructure, security, applications, client support, project management, and digital strategies implementation.

Position Profile

The Deputy Chief Information Officer serves as a trusted member of the Information Technology management team and may be assigned areas of programmatic and / or personnel administration or serve as a member of IT Leadership under the executive authority of the CIO. The successful candidate will manage and supervise IT operations including the University\'s Enterprise IT systems (ERP, CRM, reporting and business intelligence), strategic IT application services, data integrity, information architecture, data-related cybersecurity controls, and interoperability, with a focus on operations and strategy. Partners with the CISO for audit and compliance and for interconnection of data with the System Office. Other essential duties may be assigned consistent with the general scope of the position.

The position requires strong leadership and team-building abilities and knowledge of state-of-the-art technologies and computing environments.

Applicant Evaluative Criteria

Applicant profiles and supplementary materials will be evaluated based on the following :

  • Education : A bachelor\'s degree from an accredited institution.
  • Experience and Training : Five (5) years of professional information systems experience at the level of an IT Director or higher, with significant management, functional or operational oversight including supervision and management of professional staff and budgets.
  • Extensive information technology experience in architecture, integrations, middleware, security administration, and enterprise-scale information systems including design, development and support.
  • The Deputy Chief Information Officer must demonstrate knowledge and abilities in the following areas :
  • Knowledge of and ability to interpret relevant state and federal statutes and regulations.
  • Advanced knowledge of IT management principles and methods.
  • Application of state-of-the-art technologies and computing environments in complex organizations, including architecture, integrations, middleware, software development, applications, technology services, contracts, vendor relations, security administration, and enterprise-scale information systems.
  • Knowledge of and ability to apply management and supervisory principles and practices.
  • Demonstrated ability to provide effective leadership and team-building.
  • Demonstrated ability to develop IT strategic plans and policies.
  • Demonstrated ability to develop, plan and manage budgets and to perform cost analysis.
  • Demonstrated success in a unionized environment with multiple collective bargaining agreements.
  • Demonstrated superior written and oral communication and interpersonal skills, including the ability to relate and work collegially with a variety of stakeholders, and the ability to work independently.
  • May be required to possess project management or IT certifications.

Ideal Candidate — Preference will be given to applicants with :

  • Master\'s / Terminal degree
  • Project Management or IT Certifications
  • Experience migrating an ERP system through multiple lifecycles of technology (e.g., on-prem to cloud or cloud SaaS)
  • Migration of Enterprise Systems to SaaS-based environments with supporting integration
  • Experience in IT administration at a University or higher education institution
  • Demonstrated experience in a unionized environment

    Compensation and Benefits
