Summary Of Position

Under the direction of the CIP Manager, manages capital improvement projects from inception to completion relating to roadways, drainage systems, water / wastewater systems, and various traffic improvements throughout the City of McKinney. Tasks included but are not limited to : design or study management / development / review, project schedule / budget estimating and tracking, project procurement and construction management, and public / stakeholder outreach. Additionally, they will be required to manage various contracts and conduct meetings with consultants, engineers, agencies and homeowners as needed for project development. Performs other related work as required.

Essential Functions / Knowledge, Skills, & Abilities

When Assigned to Graduate Engineer I Working under the direction of a Professional Engineer :

  • Assists with implementing capital improvement projects while working with contractors, consultants, and other city departments and / or state agencies.
  • Serves as the city's project manager under the direction of the CIP Manager for assigned projects including supervision and oversight of contractors and / or consultants.
  • Develops, reviews, and / or coordinates plans, specifications, cost estimates and contracts for multiple capital improvement projects in a timely manner based on design standards, construction details, and specifications to meet established standards and engineering practices.
  • Performs construction management responsibilities for capital improvement projects to attain timely completion within the allotted project budget constraints and project controls.
  • Manages and develops professional service and construction contracts including contract negotiation, review, execution, tracking and invoicing.
  • Acts a liaison with consultants, external engineers, and various internal / external stakeholders.
  • Assists, coordinates, and / or reviews project efforts related to land acquisition and franchise utility coordination.
  • Responds to public inquiries and inter-departmental inquiries relating to capital improvement projects.
  • Assists with preparing ordinances and resolutions for City Council action.
  • When Assigned to Civil Engineer I Duties of Graduate Engineer I carry over, in addition to :

  • Develops and / or coordinates various agreements related to capital improvement projects.
  • Conducts public meetings and / or facilitates public involvement / input as needed on various city projects.
  • Develops and updates design manuals and construction specifications within their specified discipline.
  • Presents information and provides recommendations to City Council and Administration with respect to engineering-related projects.
  • Prepares ordinances and resolutions for City Council action.
  • When Assigned to Civil Engineer II Duties of Civil Engineer I carry over, in addition to :

  • Conducts consultant selection procedures, including scope, definition, bidding, negotiation, and contract preparation and project administration.
  • Prepares written technical reports and makes presentations to City Council, subcommittees, and external agencies.
  • Work is performed with limited managerial direction. The supervisor provides the employee with assignments in terms of broad practice, precedents, policies, and goals. Work may be reviewed for fulfillment of program objectives and conformance with departmental policy, practice, and / or objective.
  • Provides engineering support to other departments in the city.
  • When Assigned to Senior Engineer I Duties of Civil Engineer II carry over, in addition to :

  • Provides technical direction, training and support to other divisional professionals and other City departments.
  • Assists the CIP Manager in the supervision and guidance of other CIP team members, including work assignments, time management, and professional development.
  • Serves as a subject matter expert for a specific civil engineering discipline.
  • Monitors industry trends and offers recommendations for implementation of innovative technical advancements.
  • Performs supervisory activities in the absence of the CIP Manager.
  • When Assigned to Senior Engineer II Duties of Senior Engineer I carry over, in addition to :

  • Independently guides and mentors other CIP team members, including work assignments, time management, and professional development.
  • Assists the CIP Manager with workload planning and adherence to the plan.
  • Develops and implements citywide strategies for the CIP process and engineering standards.
  • May supervise other CIP Engineering staff.

  • Ability to research methods, analyze situations accurately and adopt an effective course of action.
  • Ability to know, interpret and explain the applicable laws, codes, regulations, standards, policies, and procedures as they relate to Civil Engineering.
  • Ability to know and use engineering and legal professional language.
  • Ability to prepare and control the budget.
  • Communicate effectively both orally and in writing.
  • Able to effectively use interpersonal skills in a tactful, patient, and courteous manner.
  • Exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
  • Ability to mentor, train, and motivate others.
  • Supervise and perform complex and technical engineering duties in the coordination and direction of civil engineering projects.
  • Prepare plans and specifications and review engineering project cost estimates.
  • Adapt approved engineering methods and standards to the design and construction of a variety of projects.
  • Utilize a variety of advisory and design data and information, such as technical study reports, engineering drawings, budget printouts, zoning and subdivision codes, planning maps, engineering designs and city ordinances.
  • Ability to work from construction plans, shop drawings, and sketches, perform data entry, maintain records, and prepare reports.
  • Able to work independently with minimum supervision and meet schedules and timelines.
  • The ability to work in a team environment; contribute as a team member and treat co-workers, subordinates, and customers with respect.
  • Build professional relationships with internal staff and customers.
  • Offer flexibility and adaptability, especially during times of change.
