PURPOSE :
This is professional services work in the Office of Special Services in the area of special education. This position leads the Department's General Supervision System (GSS), a responsibility of significant depth and breadth. The position is responsible for consulting, planning, research, program development, rule and regulation review, and the collaboration with federal program support agencies. In particular, the position provides specialized expertise and a comprehensive system of technical assistance and monitoring of schools statewide to ensure compliance with state and federal special education laws, including the federal Individuals with Disabilities Act (IDEA), to ensure that students with disabilities receive a free appropriate public education. Additionally, the position requires collaboration across OSSIE teams to understand and analyze data and emerging trends regarding special education. This position is responsible to setting goals, objectives, policies and procedures, rules and performance expectations for the GSS program and other projects in the area of special education. The position analyses the effectiveness of the GSS system and develops initiatives to address identified needs.
REPRESENTATIVE TASKS :
This position oversees the Department's General Supervision System to ensure compliance with IDEA and state requirements. Key responsibilities include setting policies and procedures, monitoring schools, analyzing data, and providing training and technical assistance to improve outcomes for students with disabilities. The role is required to contribute to federal reporting by assisting with the completion of the State Performance Plan / Annual Performance Report. The position will also have legislative duties as assigned. The role also manages staff, collaborates with school units and agencies, supports legislative and rulemaking efforts, and ensures timely communication and resources for educators statewide. The position requires travel in and out of state to monitor school administrative units and participation in national technical assistance.
KNOWLEDGE, SKILLS AND ABILITIES :
MINIMUM QUALIFICATIONS :
Candidates must hold at least a bachelor's degree in education or a related field, along with four (4) years of professional experience in teaching or school administration. A 282 certification is required.
Preference will be given to applicants with five (5) years of successful experience as a special education teacher or administrator, as well as at least two (2) years of experience with federal monitoring for Special Education Part B (ages 3-20). Additional preference will be given to candidates with experience in systemic continuous improvement, professional development, and technical assistance. Certification 035 and 030 is also preferred.
